COMBINED SYNOPSIS/SOLICITATION
FOR
Multi-Channel Manpack Radios (PRC-167 or equal) 305 Operations Group at Joint Base McGuire-Dix-Lakehurst AFB, NJ, 08641
1. This combined synopsis/solicitation for commercial services is prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA448425Q0049 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. All attachments pertaining to FA448425Q0049 are incorporated
2. The 305 Operations Group urgently requires four (4) multi-channel manpack radios to significantly improve our operational effectiveness. This requirement arises from the need for enhanced communication capabilities within military operations --ground, vehicular, and airborne. These manpack radios are essential for addressing the evolving challenges faced by warfighters, allowing them to operate efficiently in diverse environments. The ability to run multiple waveforms simultaneously and support rapid updates to capabilities ensures that the radios can adapt to changing mission requirements, ultimately enhancing operational effectiveness and safety for personnel in the field.
3. The Government intends to award a single firm-fixed-price contract after solicitation.
4. See Federal Acquisition Regulation (FAR) Provision 52.212-1, "Instructions to Offerors -- Commercial Items" for additional information.
5. See the Basis for Award for additional information and evaluation criteria.
6. All services shall be performed in accordance with the Statement of Work (SOW).
7. Contractors must have an active registration in System for Award Management (SAM) in order to be eligible to be awarded a Department of Defense (DoD) contract. If you need to register in SAM, please do so using the following link: https://www.sam.gov/sam.
8. Questions regarding this solicitation shall be submitted via email to the Contract Specialist, Daniel Theyn at daniel.theyn@us.af.mil, and the Contracting Officer, Christina Vargas at christina.vargas.1@us.af.mil no later than 13 September 2025.
9. Contractor quotes are due by 18 September 2025, 2:00 pm EST to the Contract Specialist, Daniel Theyn at daniel.theyn@us.af.mil, and the Contracting Officer, Christina Vargas christina.vargas.1@us.af.mil and shall contain the following information:
A. Technical: Contractor quotes will be evaluated for technical acceptability on an acceptable/unacceptable basis. The contractor shall provide in their quote documentation demonstrating capacity to meet or exceed the specifications as outlined in the SOW.
B. Price/Admin:
a. Unit and extended pricing for all Contract Line-Item Numbers (CLIN). A total price should also be included. Prices shall not extend past the second decimal point for unit and extended amounts. The quoted price shall include all personnel, supplies, services, management, overhead, other directs costs, G&A, and profit to fulfill the contractual requirements of SOW.
b. CAGE Code, UEI Number, and business-size standard under the applicable NAICS of 334220.
c. You must include all Representations and Certifications with your quote or reflect they're completed in SAM.
10. All offers shall remain valid for 90 calendar days. Multiple offers will not be accepted.
BASIS FOR AWARD
Award will be made only after agreement has been reached on all terms and conditions on a fair market price for the supplies/services to be acquired. Although the Government intends to award without discussions, if the price is not determined to be fair and reasonable, negotiations will commence. I. TECHNICAL
a. Quoted items must meet or exceed the requirements of the Statement of Work.
II. PRICE:
a. Quote shall include prices for each line item listed and should include a total price, in order that quotes may be properly evaluated. Quote shall also include the completed combined synopsis/solicitation and any amendments.
b. The Government will evaluate the offer for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) (base period and option periods) for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price.
Evaluation of options shall not obligate the Government to exercise the option(s).
c. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A quote may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

1. Requirements. The 305 Operations Group urgently requires four (4) multi-channel manpack radios to significantly improve our operational effectiveness.
2. Background. The requirement for the manpack radios arises from the need for enhanced communication capabilities within military operations--ground, vehicular, and airborne. These manpack radios are essential for addressing the evolving challenges faced by warfighters, allowing them to operate efficiently in diverse environments. The ability to run multiple waveforms simultaneously and support rapid updates to capabilities ensures that the radios can adapt to changing mission requirements, ultimately enhancing operational effectiveness and safety for personnel in the field.
3. Scope of Work. The vendor shall furnish all equipment unless otherwise specified. No alteration, additions or deletions shall be made to the contract unless prior approval is given in writing by the Contracting Officer (CO).
4. Requirements. The required equipment must meet or exceed the specifications of the following listed items. The items delivered must be brand new. Refurbished or used items are not authorized.
a. Four (4) PRC-167 Radio Systems, RF-345M-MP003.
b. Four (4) dc input cable assemblies, 12247-1505-A021.
c. Four (4) single vehicle mount assemblies, 12247-0100-02.
5. Objective. The 305 Operations Group intends to utilize these multi-channel manpack radios to provide warfighters with immediate, secure, and reliable access to critical information, enabling rapid, informed decision-making. These radios will be crucial to ensuring seamless interoperability and connectivity across all elements of joint and coalition forces, irrespective of platform or location. Furthermore, they will help to establish a highly resilient and future-proof communication backbone, dynamically adapting to evolving threats, technologies, and mission requirements to secure a decisive information advantage over adversaries. Ultimately, the core objective of this requirement is to enhance operational effectiveness, increase mission success rates, and maximize the safety and survivability of personnel in the field. Radios will be mounted in the KC-46 and C-17 airframes.
6. Deliverables. Expected delivery within 180 days of contract award. Deliver to:

7. Personnel. Equipment procured by the Operations Group is intended for individual aircrew mission use, with the understanding that these aircrews will be responsible for its standard maintenance and upkeep.
8. Original Equipment Manufacture Warranty. The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.
Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.
Prior to project acceptance, the contractor shall provide written procedures, points of contact within the company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) As used in this clause- Definitions.
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before WAWF training.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
