1. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The solicitation is conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). This notice is expected to result in award of a Firm Fixed Price (FFP) contract for a commercial commodity to the responsible offeror who submits a quotation that: (1) conforms to the requirements, (2) complies with the minimum requirements stated in the Statement of Work (SOW) as evidenced by providing a complete description of the equipment provided, and (3) that submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable.
The Government reserves the right to award without discussions or make no award at all depending upon: 1) the quality of quotations received, and 2) whether proposed prices are determined to be fair and reasonable.
This requirement shall be 100% small business set aside under NAICS 334516 with a size standard of 1,000 Employees.
Requirement: The following is a list of requirements for a Gas Chromatograph – Flame- Ionization Detector/Mass Spectrometry (GC-FID/MS) System capable of analyzing ASTM D5501, D6584 and D4815 as well as others to be determined. This analytical system will be used to perform analysis of acceptance and investigation sample of petroleum products such as oil, hydraulic fluid, jet fuel and ground fuel.
a. The GC-FID/MS system at a minimum shall:
i. Be equipped with a gas chromatography column capable of performing chromatographic separations of petroleum products including: jet fuels, ground fuels, oils, and hydraulic fluids consisting of
ii. Must provide an oven capable of operating from 4 °C to 450 °C with 0.1 °C setpoint resolutions and variable oven ramp programming. Must be able to cool down from max temp to 50 °C in 4 min.
iii. Must be capable of retention time repeatability of <0.008% or <0.0008 min, and area repeatability of <1% RSD
iv. Be equipped with Electronic Pneumatics Control (EPC) to compensate for barometric pressure and ambient pressure changes. Provide control of +/- 0.001 psi in the range of 0-150 psi
v. Be equipped with a Split/Splitless inlet with EPC suitable for capillary columns.
1. Provide split rations up to 7500:1 to avoid column overload.
2. Provide a maxumim temperature of at least 400 °C
3. Provide a total flow setting of 0-1250 mL/min Hydrogen or Helium
4. Must provide a gas saver mode to reduce gas consumption without compromising performance
vi. Be equipped with a Flame Ionization Detector (FID)
1. Minimum detectable level of < 1.4 pg C/s tridecane
2. Provide a linear dynamic range > 107 (+/- 10%)
3. Provide data rates up to 500 Hz
4. Accommodate peaks as narrow as 10 msec at half-height
vii. Be equipped with a Mass Spectrometer (MS)
1. Minimum detectable level of 1fg
2. Provide a total flow setting of 0-1250 mL/min Hydrogen or Helium
viii. Be equipped with a versatile auto-sampling system capable of accepting 1 mL, 1.5 mL, or 4 mL sample vials and capable of injection volumes from 1-100 µL.
ix. The purchase must include a compatible data collection/storage system with all software required for instrument operation, as well as collection, analysis, and storage of results.
x. Include a maintenance kit with solvent filters, appropriate tubing and connectors, seals, support rings and necessary cleaning supplies.
xi. Hardware and software to perform calibration, monitor the system, solvent, and waste status, acquire data, and analyze the obtained data.
xii. The instrument must operate on standard 120V single phase, 60Hz electricity and be equipped with American plugs.
xiii. Be delivered to Wright Patterson Air Force Base within 90 days of contract.
xiv. Be supplied with manuals (paper and electronic) for installation/setup and operation.
xv.Include installation and familiarization training.
xvi. Instrument, hardware, software, manuals, installation, and training must be provided in the English language.
xvii. Include quotation for optional extended warranties.

2. Period of Performance: The Period of Performance (POP) is 90 calendar days from date of award.
3. Request for Information (RFIs): The Government will accept questions concerning solicitation number FA860124Q0118 until 24 May 2024 at 12:00 PM EST. Email your questions on a .pdf, .doc, .docx, .xls or .xlsx document to owen.manning.1@us.af.mil and jennifer.jensen.10@us.af.mil. Any questions received after this date and time may not be considered.
4. Quotes Due Date: Quotes must be submitted electronically to the Contract Specialist via e-mail at owen.manning.1@us.af.mil and Contracting Officer at jennifer.jensen.10@us.af.mil.
Quotes must conform to the requirements of this solicitation and be received no later than 31 May 2024 at 12:00 PM EST. It is the responsibility of the offeror to ensure that the quote and its attachments are received. Any correspondence sent via e-mail must contain the subject line “FA8601-24-Q-0118, Gas Chromatograph” The entire quotation must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. If a DoDSafe drop off is needed, please notify the contract specialist or contracting officer at least 48 hours before quotes are due. Any quotes received after designated closing date and time need not be considered.
Quotes must include aggregate total of base plus all option year CLINS, if requested (IAW FAR 52.217-5 Evaluation of Options). All quotes shall conform to the Contract Line Item Number (CLIN) structure of attached solicitation.
5. Notice to Vendor(s): The Government reserves the right to cancel this solicitation, either before or after the closing date.
6. Period of Acceptance of Quotes: Offeror agrees to hold prices in its quote firm for 30 calendar days from the date specified for receipt of offers.
7. SAM Registration: Firms submitting a quote for the solicitation described herein, MUST be registered in the System for Award Management (SAM) database, or risk the quote as being non-responsive, regardless of the package being considered complete, timely or any other salient consideration. Information to register on SAM can be found at the web site, SAM.gov.
8. Provisions and Clauses: See solicitation attachment for applicable provisions and clauses.
Offerors shall compete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award.
