Statement of Work

For

Gas Chromatograph – Flame-Ionization Detector/Mass Spectrometry (GC-FID/MS) System

I. Background:

The following is a list of requirements for procurement of a fully automated Gas Chromatograph system designed for separating and analyzing compounds within a given sample. The instrument will be used to test petroleum products in accordance with various methods including but not limited to methods such as ASTM D5501, D6584 and D4815 as well as others to be determined. These analyses will be performed at the Air Force Petroleum Agency’s Aerospace Fuels Laboratories at Wright Patterson AFB, OH for the purposes of Government Lot Acceptance Testing, Shelf-Life Extension Testing, product Qualification testing to meet military specifications, testing to support Safety Investigation Board requests, and other special request testing to support mission needs of the DoD.

II. MINNIMUM TECHNICAL REQUIREMENTS:

The following is a list of requirements for a Gas Chromatograph – Flame-Ionization Detector/Mass Spectrometry (GC-FID/MS) System capable of analyzing ASTM D5501, D6584 and D4815 as well as others to be determined. This analytical system will be used to perform analysis of acceptance and investigation sample of petroleum products such as oil, hydraulic fluid, jet fuel and ground fuel.

a. The GC-FID/MS system at a minimum shall:

i. Be equipped with a gas chromatography column capable of performing chromatographic separations of petroleum products including: jet fuels, ground fuels, oils, and hydraulic fluids consisting of

ii. Must provide an oven capable of operating from 4 °C to 450 °C with 0.1 °C setpoint resolutions and variable oven ramp programming. Must be able to cool down from max temp to 50 °C in 4 min.

iii. Must be capable of retention time repeatability of <0.008% or <0.0008 min, and area repeatability of <1% RSD

iv. Be equipped with Electronic Pneumatics Control (EPC) to compensate for barometric pressure and ambient pressure changes. Provide control of +/- 0.001 psi in the range of 0-150 psi

v. Be equipped with a Split/Splitless inlet with EPC suitable for capillary columns.

1. Provide split rations up to 7500:1 to avoid column overload.

2. Provide a maxumim temperature of at least 400 °C

3. Provide a total flow setting of 0-1250 mL/min Hydrogen or Helium

4. Must provide a gas saver mode to reduce gas consumption without compromising performance http://www.astm.org/

vi. Be equipped with a Flame Ionization Detector (FID)

1. Minimum detectable level of < 1.4 pg C/s tridecane

2. Provide a linear dynamic range > 107 (+/- 10%)

3. Provide data rates up to 500 Hz

4. Accommodate peaks as narrow as 10 msec at half-height

vii. Be equipped with a Mass Spectrometer (MS)

1. Minimum detectable level of 1fg

2. Provide a total flow setting of 0-1250 mL/min Hydrogen or Helium

viii. Be equipped with a versatile auto-sampling system capable of accepting 1 mL, 1.5 mL, or 4 mL sample vials and capable of injection volumes from 1-100 µL.

ix. The purchase must include a compatible data collection/storage system with all software required for instrument operation, as well as collection, analysis, and storage of results.

x. Include a maintenance kit with solvent filters, appropriate tubing and connectors, seals, support rings and necessary cleaning supplies.

xi. Hardware and software to perform calibration, monitor the system, solvent, and waste status, acquire data, and analyze the obtained data.

xii. The instrument must operate on standard 120V single phase, 60Hz electricity and be equipped with American plugs.

xiii. Be delivered to Wright Patterson Air Force Base within 90 days of contract.

xiv. Be supplied with manuals (paper and electronic) for installation/setup and operation.

xv.Include installation and familiarization training.

xvi. Instrument, hardware, software, manuals, installation, and training must be provided in the English language.

xvii. Include quotation for optional extended warranties.

III. TRAINING:

Contractor shall provide a hands-on familiarization training for a minimum of two days which should include:

a. Instrument operation such as sample preparation, injection, method development, data acquisition, and software interface utilization. Preferably capabilities that satisfy at least ASTM D5501, D6584 and D4815.

b. Troubleshooting and common preventative maintenance such as identification and resolution of common issues or errors that may arise during operation.

c. Optimization techniques to enhance analysis efficiency, sensitivity, and accuracy.

d. Safety protocols such as safety precautions specific to the GC-FID/MS system.

e. Quality Assurance practices such as instructions on implementing quality control measures, calibration procedures, and documentation protocols.

IV. INSTALLATION:

Contractor shall provide on-site installation and should

a. Coordinate delivery and handling with the POCs listed below.

b. Coordinate entry onto a military-installation with the POCs listed below.

i. Must be a US citizen to enter Wright-Patterson Air Force Base.

c. Bring own tools and parts to perform installation.

d. Unpacking and inspection of delivered components to verify completeness

e. Assemble and install components, subsystems, and accessories to construct the fully functional GC-FID/MS.

f. Install software and terminal needed to operate instrument and perform analysis such as data acquisition.

g. Perform initial calibration and verification of instrument’s precision and accuracy.

V. MAINTENANCE/SERVICE:

Contractor shall provide annual preventative maintenance/service of the GC-FID/MS system to ensure optimal performance, reliability, and longevity. The maintenance/service should include:

a. Inspection of all critical components to identify signs of wear, degradation, and malfunction.

b. Calibration and alignment of instrument parameters and setting to maintain accuracy and consistency in analytical results.

c. Cleaning and lubrication of moving parts to prevent contamination, blockages, or deterioration of performance.

d. Replacement of consumable parts as per the manufacturers recommendation or observed wear.

e. Verification of instrument functionality and performance through tests, system checks and calibration procedures.

f. Support in the form of email or hotline to assess instrument performance and troubleshoot minor issues.

VII. SHIPPING:

Contractor shall ensure all pieces are fully operational and in good, working condition before shipping to 88th SFS. Contractor will securely package and insure shipment

VIII. WARRANTY:

The product shall be free from defects in material and workmanship upon delivery. A warranty shall be honored by the Contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the user manual.

IX. QUALIFYING COUNTRY PRODUCTS:

All products delivered to satisfy these requirements shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

X. INVOICE AND PAYMENT:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event that the invoice is defective. The invoice shall be submitted to the Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.

XI. DELIVERY PROCEDURES COMMERCIAL VEHICLES:

a. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box and flatbed containing cargo

iii. Tanker trucks

iv. Box truck

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Wright-Patterson AFB Gate 26A.

b. The following are exemptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

c. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
