Warriors over the Wasatch 2022 Air Show Bus Support

Combined Synopsis/Solicitation Amendment

FA820191QAW02

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number isFA820191QAW02 and the solicitation is issued as a request for proposal (RFP). This acquisition is conducted in accordance with FAR Part 12 and 13 procedures.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06/05-01-2022, Defense Acquisition Circular effective 18 March 2022, and Air Force Acquisition Circular AFAC 2021-0726 effective 26 July 2021.

(iv) This is a small business set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 324199.

(v) Hill AFB has a requirement for aviation fuel and oil for performers and Static display aircraft participating in the 2022 Hill AFB Open House and Air Show for over 500K attendees. The Contractor shall provide 100LL AvGas 1800 Gallons, JetA 1510 Gallons, and W120 Aeroshell 61 Gallons for the purpose of providing refuel for performers and static displays for the period 24 June 2022 – 26 June 2022 IAW SOW.

(vi) Attachment 2, Statement of Work (SOW), contains the scope of the requirement for the Air Show Fuel and Oil support on Hill Air Base, Utah.

(vii) Places of performance and acceptance is at Hill Air Force Base.

Required period of performance:

23 June 2022 – 26 June 2022 Type of Contract: Firm-Fixed Price

(viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition.

Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions.

Discussions: In accordance with FAR Clause 52.215-1, Instruction to Offerors--Competitive Acquisitions, the Government intends to award this contract without discussions; however, the Government reserves the right to conduct discussions if it is deemed to be in its best interests.

Proposal Acceptance Period: Proposals which provide less than 60 calendar days for Government acceptance from the proposal due date may not be considered and may be rejected.

Offerors shall submit one (1) electronic copy of the following (electronic copies must be submitted in individual volumes). If the electronic file size is too large, and multiple e-mails will be required, the Offeror should reach out to the POC to establish a DOD SAFE drop-off link to submit:

Acknowledgement of Amendments, if applicable

Technical Proposal, to include: Narrative addressing how the contractor will accomplish the following areas of the Statement of Work:

Minimum of 100LL AvGas 1800 Gallons, JetA 1510 Gallons, and W120 Aeroshell 61 Gallons

Incomplete proposals will be considered technically unacceptable.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications --Commercial Items, Alternate I, with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

Note: In order to be eligible for award the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov at the time of proposal and award, and Wide Area Workflow (WAWF), https://wawf.eb.mil.

(ix) The provision at FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition. Specific evaluation criteria contained in paragraph (a) of that provision and addenda are included in Attachment 3, Applicable Clauses and Provisions.

Contract Evaluation Criteria: A Lowest Price Technically Acceptable evaluation will be utilized for issuance of this award to determine best value.

EVALUATION FACTORS

Technical Price

The technical evaluation team will evaluate proposals against the below criteria. Proposals will be rated as either acceptable or unacceptable as outlined in the table below. Technically acceptable proposals will then be evaluated on price. Price will be evaluated to determine if they are reasonable and balanced in accordance with FAR 15.404‑1(b) and FAR 15.404‑1(g), respectively. Award will be made to the lowest price that is deemed technically acceptable.

Table A-1. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not meet the minimum requirements of the solicitation.

An offeror has met the minimum requirements when that offeror has addressed how it will thoroughly accomplish the below sections of the SOW dated 27 January 2022:

Minimum of 100LL AvGas 1800 Gallons, JetA 1510 Gallons, and W120 Aeroshell 61 Gallons

NOTE: Per FAR 9.104-1(b) To be determined responsible, a prospective Offeror must be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and Governmental business commitments.

Notice to Offerors:

Proposals shall be prepared at no cost to the Government, and are not reimbursable by the Government.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government is not liable for any proposal preparation costs incurred by the offerors.

(x) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions.

(xi) Additional FAR (Federal Acquisition Regulation), DFARS (Defense FAR Supplement) and AFFARS (Air Force FAR Supplement) clauses are included in Attachment 3, Applicable Clauses and Provisions.

(xii) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.

(xiii) Offers are due 10 May 2022 not later than 16:00 hrs Mountain Daylight Time (MDT). Offers may be sent via email to jushawn.ferrell@us.af.mil. Only emailed offers will be accepted. Postal mail shall not be used to submit offers. For email submissions see Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items. No late offers will be considered.
