STATEMENT OF WORK
Statement of Work for Petroleum, Oil, and Lubricants (POL)
Contract for Hill Air Force Base’s (AFB) ‘Warriors over the Wasatch’ Air and Space
Show – 24-26 June 2022
Summary:
The Contractor shall perform all of the work necessary and provide AvGas and JetA fuel and the proper refueling/defueling equipment to issue/defuel any type of fuel to civilian static aircraft requiring an AvGas or JetA refuel/defuel that attend the 2022 Warriors over the Wasatch Air and Space show. The contractor will also provide and deliver any and all types or brands of oil requested to civilian static aircraft as needed. The below products will be provided by the contractor:

Project Description – background:
The contractor will be expected to issue/defuel his own fuel from his own refueling unit to all civilian static aircraft whenever requested by pilot or maintenance personnel during the entire 3-days of the air show. The Contractor shall perform all tasks required in this SOW to ensure the safe and timely issue/delivery of AvGas, JetA aviation fuel, and aircraft engine oil to authorized participants. The contractor shall establish a primary and alternate delivery method that ensures the timely delivery of POL products. If their primary delivery method fails, the contractor will have an alternate means of issuing/defueling any and all aircraft to the same standards as the primary method. The contractor will be required to deliver any and all types of aircraft engine oil requested by the civilian aircraft. The contractor will coordinate with Hill AFB’s Operations Support Squadron, Airfield Management, Safety section, Environmental, and the Air Show Coordinator (Lt Col Joseph Michaels) to obtain any and all flight line driving training, safety requirements, and any credentials required to handle hazardous material on Hill AFB. The contractor will coordinate with Airfield Management for parking and/or staging of refueling/defueling vehicles and equipment as needed during all three days of this contract – to include overnight parking. The contractor will provide all safety/personal protective equipment required to perform these duties.
Scope/Description of Work:
The contractor will be expected to work for the entirety of all three days as civilian aircraft arrive, which entails pre- and post-flight services. The contractor’s work schedule will depend the aircraft’s needs for services from the contractor. The contractor will be available 24-hours a day for all three days starting at 0001hrs on the first day of the 3-day period and ending only when services are no longer required by the civilian static aircraft. The contractor must have and maintain the capability of being contacted 24-hours a day by phone throughout all three days of this contract. The contractor will be required to issue/defuel aviation fuel to all civilian static aircraft as requested. Fuel requests will either be delivered through radio/cell phone contact. The contractor will provide their own means of communication between each other and with communication to the 75 LRS/LGRF Fuels Service Center.
The Contractor will establish a system that ensures only authorized aircraft receive fuel/oil.
- Ensures POL products are issued solely to authorized Open House participants.
- Records all POL transactions with the date, aircraft model, tail number, type of product issued/defueled, quantity issued, and pilot or authorized representative’s printed name and signature.
The Contractor shall coordinate with Hill AFB and ensure any operators/employees that will work in the 2022 Open House attend the Flight Line Safety Training Class.
Any Contractor vehicle that is dispensing POL products shall have one 2F0X1 Fuels Specialist, from the 75th Fuels Management Flight assigned to ride along with the operator in the issuing/defueling vehicle. The contractor will ensure there is room and a seatbelt in the issuing/defueling vehicle for the 2F0X1 Fuels Specialist.
Any unused product will not be charged.
Work hours will depend on the needs of the civilian static aircraft. The contractor will provide the 75th Fuels Management Flight with 24-hour contact information for POL support to all civilian static aircraft.
Period of Performance:
Period of performance for this contract shall be 3 days 24-26 June 2022.
