SECTION 5 – EVALUATION CRITERIA AND BASIS FOR AWARD

Basis for Award: Award will be made to the quoter whose quotation represents the best value to the Government. COs have broad discretion to establish evaluation procedures per RFO 12.203. The selection will be based on the vendor's responsibility, responsiveness, and ability to provide the best value. Best value is defined as the lowest-priced quotation that meets the criteria for responsiveness and responsibility. Responsiveness will be determined by whether the quotation complies with the solicitation instructions, provides pricing for all required items, addresses the required delivery schedule, and takes no material exception to the Government’s specifications. Quotations that omit required information or materially deviate from the stated requirement may be determined non-responsive and removed from further consideration. The government reserves the right to engage in interchanges with all, some, or none of the vendors. Furthermore, if no quotations align with the specified criteria, the Contracting Officer (CO) reserves the right to cancel the solicitation instead of conducting interchanges. In such cases, the government is under no obligation to issue a new solicitation. An evaluation plan, scored quotations, or competitive range are NOT required under simplified procedures (RFO 12.201-1).

The evaluation process will commence with the evaluation of all submitted quotes after determining responsiveness. All submitted proposals will be subject to evaluation for quoter’s responsibility using the guidance and general standards set forth at RFO 9.104-1. Any negative findings during this evaluation may result in the quoter being deemed non-responsible, rendering them ineligible for award consideration. The other aspect of responsibility will be the vendor’s capability to meet all the required elements of the charcteristics listed as Attachment 1, the screenshot listed as Attachment 2 and the Brand Name Justification listed as Attachment 3.

Commonly utilized United States Government systems will be employed throughout this process:

1. System for Award Management (SAM).

2. Federal Awardee Performance and Integrity Information System (FAPIIS)

3. Excluded Parties List System (EPLS).

4. Procurement Integrated Enterprise Environment/Electronic Data Access (PIEE/EDA); and/or

5. The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov

6. Supplier Performance Risk System (SPRS)

PRICE EXHIBIT

A quote’s Total Evaluated Price (TEP) will be determined by populating the pricing table in “Section 4 DESCRIPTION/STATEMENT OF WORK (SOW/PWS/SOO)” of the combined synopsis/solicitation. If the CLIN price and TEP are not included, not clearly stated, miscalculated and/or not understandable, the offer may be rejected as non-responsive, and the Government is under no obligation to hold interchanges with that quoter.

If the lowest-priced quoter is determined to be responsible and responsive the award will be granted to that vendor. However, if the lowest-priced quoter is deemed irresponsible, the evaluation will proceed with the next lowest-priced proposal. This process will continue until a vendor is identified who offers the lowest price, meeting the responsibility and responsiveness criteria.

Award Type: [] Lowest Price Technically Acceptable (LPTA) [X] Best Value Tradeoff [] Lowest Priced Technically Acceptable w/ Technical Capability Comparison

Evaluation Factors: [] Price Only [] Price + Technical [] Price + Technical + Past Performance [X] Other: Price, responsiveness and responsibility, technical factors

Technical Factors:

Past Performance: [] Evaluated [X] Not Evaluated Price/Cost Evaluation: [X] Lowest price among technically acceptable [] Price reasonableness

Late Quotations: Per RFO 12.203(c) and RFO 52.212-1(c), the Contracting Officer will exercise good business judgment in deciding whether to accept quotations received after the due date. A late modification to an otherwise successful quotation that makes terms more favorable to the Government will be considered at any time received.

Ombudsman: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Primary:
