About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated May 2026, prepared by the 52d Contracting Squadron at Spangdahlem Air Base, Germany. The Contracting Officer is Ayanna U. Smith, with Technical and Requirements Personnel certification from Michael Hofstetter, CIV, USAF, Vehicle Control Officer.

The acquisition concerns a single TRILO M3 Vacuum Trailer for the 52d Civil Engineering Squadron to support grounds maintenance and debris collection operations across approximately 220,000 square meters of improved grounds at Spangdahlem Air Base housing areas. The equipment must provide a minimum 3 cubic meter collection capacity, high-tip unloading capability of approximately 1.65 meters or greater, and a critical external suction hose capability to remove leaves and debris from storm drains and confined drainage areas inaccessible to the trailer itself. The Government justified the brand-name restriction under 10 U.S.C. 3204(a)(1) based on a market analysis finding no alternative vacuum trailer model that provides the complete combination of required capabilities, particularly the external vacuum hose functionality necessary to service over 140 housing unit drain lines and approximately 300 storm drains while eliminating approximately 40 monthly labor hours currently required for manual cleaning. The TRILO M3 consolidates mowing, sweeping, vacuuming, and debris collection into a single-operator system and aligns with existing TRILO equipment already maintained within CE Operations Flight, avoiding separate spare parts inventories and training costs. To maximize competition within the brand-name requirement, the Government identified multiple potential sources including the manufacturer, distributors/resellers in Germany, the Netherlands, and Belgium, existing 52d Contracting Squadron MACC contractors, and other identified prime contractors. The requirement will be publicized on SAM.gov with direct solicitation distribution to all identified sources. The anticipated award instrument is a firm fixed-price purchase order.

I. Agency and Contracting Activity (RFO 6.104-1 (a)(1 )):

Agency: United States Air Forces in Europe Contracting Activity: 52d Contracting Squadron - Base Infrastructure Flight Contracting Officer: Ayanna Smith Phone Number: (314)452-9524

II. Nature and/or description of the action being approved (RFO 6.104-1 (a)(2)):

This justification supports the use of a brandname purchase for the acquisition of one (1) TRILO M3 Vacuum Trailer for the 52d Civil Engineering Squadron, Spangdahlem Air Base, Germany. The requirement is for the purchase and delivery of the specified TRILO M3 Vacuum Trailer and associated equipment necessary to meet the Government's operational requirements. The anticipated award instrument is a firm fixed-price purchase order. The specific equipment and required configuration are identified in the Salient Characteristics and further detailed in Section Ill below.

Ill. Description of supplies/services required to meet agency needs (RFO 6.104-1 (a)(3)):

The 52d Civil Engineer Squadron requires one (1) TRILO M3 Vacuum Trailer to support recurring grounds maintenance and debris collection operations throughout Spangdahlem Air Base housing areas. The required equipment shall provide a minimum 3 cubic meter collection capacity, high tip unloading capability of approximately 1.65 meters or greater, and an external suction hose capable of removing leaves and debris from storm drains and other confined drainage areas. The trailer will be used to collect grass clippings, leaves, and similar grounds maintenance debris in support of approximately 220,000 square meters of improved grounds maintained by the Housing Maintenance Section. The estimated value of this acquisition is approximately--

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1 (a)(4)):

10 U.S.C. 3204(a)(1 ), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1 (a)(S)):

The TRILO M3 is required because the Government's market comparison identified no alternative model that meets the full combination of required capabilities. Most critically, comparable vacuum trailers reviewed did not provide the external vacuum hose capability necessary to remove debris from confined drainage areas inaccessible to the trailer itself. This capability is required to service more than 140 housing unit drain lines and approximately 300 storm drains across the installation. These areas are currently cleaned manually, requiring approximately 40 labor hours per month and exposing personnel to lifting debris weighing up to approximately 70 pounds. The TRILO M3 also consolidates mowing, sweeping, vacuuming, and debris collection into a single pass, single operator system, reducing the need for multiple pieces of equipment and manual crews. Replaceable internal wear plates and drive train protection further reduce the likelihood of major component damage and associated life cycle repair or replacement costs. Additionally, TRILO equipment is already operated and maintained within the CE Operations Flight. Procuring the same equipment avoids additional costs associated with establishing separate spare parts inventories, maintenance procedures, technical support, and operator/maintenance training for another manufacturer. Based on the combination of required operational capabilities and long term sustainment considerations, the TRILO M3 is the only product identified that satisfies the Government's complete requirement.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1 (a)(6), (8), and (10)):

Market research identified multiple potential sources capable of supplying the required TRILO M3 Vacuum Trailer. The Government contacted onfirmed interest in contracting directly with the U.S.

May2026 Page2 of 3

Government. TRILO distributors/resellers in Germany, the Netherlands, and Belgium were also identified as potential sources and will be provided the solicitation upon release. The Government additionally contacted existing 52d Contracting Squadron MACC contractors to determine whether they could compete as prime contractors and source the required equipment through TRILO or an authorized distributor. confirmed its capability to provide the equipment and requested receipt of the solicitation. was also identified through review of previous 52 CONS trailer and equipment acquisitions as an additional potential source. To maximize competition, the requirement will be publicized on SAM.gov and the solicitation will be distributed directly to identified manufacturers, distributors/resellers, and interested contractors. Although the acquisition is restricted to the TRILO M3 brand and model, competition is not restricted to a single vendor. Multiple commercial supply channels have been identified, and the Government reasonably anticipates competition for the requirement.

VII. Determination of Fair and Reasonable Cost (RFO 6. 104-1 (a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6. 104-1 (a)(9)):

NIA - No additional facts beyond those addressed in the preceding sections.

IX. Actions to Overcome Barriers to Competition (RFO 6. 104-1(a)(11):

The Government will continue to evaluate its requirements and associated performance characteristics for future acquisitions to ensure they do not unnecessarily restrict competition. Technical personnel will continue to assess commercially available solutions from multiple manufacturers to determine whether alternative equipment can satisfy the Government's operational, maintenance, and sustainment requirements. For this acquisition, the Government will maximize competition within the brand-name requirement by soliciting the TR/LO M3 from multiple potential sources, including the manufacturer, European distributors/ resellers, and qualified prime contractors. The requirement will also be publicized on SAM.gov, and interested foreign vendors will be provided guidance regarding applicable SAM.gov registration requirements to reduce administrative barriers to participation.
