The solicitation seeks to renew FAZZT KenCast Software License Support for the GBS Program, with a requirement for annual license support driven by OEM updates. The procurement includes multiple Contract Line Item Numbers (CLINs) for various software components, such as FAZZT Enterprise FIPS Client, FAZZT Enterprise Server (single, dual, and 4-node versions), and FAZZT Power Publisher.

The solicitation (FA822225QFAZZ) is structured as a Request for Quotation (RFQ) with a Lowest Price Technically Acceptable (LPTA) approach. (vi) Description of item(s) to be acquired:

Requirement to renew FAZZT KenCast Software License Support on an annual basis, driven by OEM updates, for the GBS Program.

(vii) Dates and Place of Delivery/Performance: Licenses delivered electronically 15 days ARO to SWEG inbox.

(viii) 52.212-2: Evaluation -- Commercial Items/Services

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors. The following criteria will be used for evaluation:

1. Price;

1. Technical capability of the item offered to meet the Government’s requirements.

Based on the quote, the offerors need to meet the requirements on the product description found in (v) and (vi).

(b) Although we intend to award single source, if competition were to unexpectedly present itself, we would follow a Lowest Price Technically Acceptable (LPTA) approach. All offers will be assessed based on their proposed Total Price. The contract will be awarded to the offeror with the lowest price that fully meets all specifications. Only the lowest-priced quote will undergo a technical acceptability review based on the provided specifications. If the first lowest quote is found technically unacceptable, the second lowest-priced quote will undergo technical acceptability review and so on until an offer is found to be technically acceptable. Only one award will be made under this solicitation. The award process will adhere to the provisions of FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Please submit written offers only; oral offers will not be considered. All firms must be registered in the System for Award Management database at www.sam.gov and have a current SPRS NIST 800-171 DoD Assessment to be considered for award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(viii) Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer and its Alternate I.

(ix) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
