IG Storage Shed
1) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-23-Q-0042.
3) This request for quote is for the purchase of items in accordance with the attached
Statement of Work (SOW). The resulting contract will incorporate all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-04.
4) This procurement is being solicited as a total small business set-aside. The North American
Industry Classification System (NAICS) code is 321992 with a small business size standard of 500 Emp.
5) Please structure your quotation’s contract line item numbers (CLINs) according to the following table:

6) Delivery Date: 60 days after date of contract (ADC).
7) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and
Commercial Services (Mar 2023), applies to this acquisition. Specific instructions are included as follows:
a. Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 24 August 2023 to the individual(s) referenced in section d. below.
b. The Government reserves the right to cancel this RFQ at any time.
c. Complete and provide this document or one substantially the same.
d. Please email your quote to the Contract Administrator A1C Robert R. Gottschalk at robert.gottschalk@us.af.mil and the Contracting Officer 1st Lt Devan M. Ortiz at devan.ortiz.1@us.af.mil no later than 2:00 PM MST on Wednesday, 30 August 2023.

a. Offerors shall first be assessed for technical acceptability on the basis of how the quotation conforms to the Statement of Work (SOW) as attached to the solicitation.
Offerors shall then be ranked by price in ascending order from lowest priced to highest.
Furthermore, quotation shall then be evaluated based on past performance, in the event qoutations are identical. Any quotation not meeting the requirements in the SOW shall be deemed non-responsive and therefore, ineligible for award. Award shall be made to the quotation that meets the required SOW in this solicitation, lowest-priced, as well as past-performance.
9) The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial
Products and Commercial Sevices (Dec 2022), with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
