RFO Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

*** This Section Is For Solicitation Purposes Only. This Section Will Be Physically Removed From The Resultant Award.***

Basis for Award: The Government intends to award a single Firm-Fixed Price (FFP) Contract as a result of this solicitation. The Government will assess the offeror’s quote on two (2) factors: (1) Price and (2) Technical Capability.

Total Price is reviewed first, then Technical Capability to determine eligibility for award.

1. EVALUATION OF PRICE

Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3. Through these techniques the Government will determine whether prices are reasonable, complete, and are not unbalanced.

Reasonableness. The Government will evaluate the price reasonableness of the offerors' proposed prices to ensure that in its nature and amount, it does not exceed what would be incurred by a prudent person in the conduct of competitive business. The Government shall employ price analysis techniques in accordance with FAR 13.106-3 to determine that the proposed price is fair and reasonable.

Completeness. The Government reserves the right to conduct exchanges with offerors, but exchanges are not anticipated or intended. Since exchanges are not anticipated or intended, the Government requires complete quotes with respect to price. A complete quote will include all information required by this solicitation.

Unbalanced Pricing. Offerors should note that pricing will be carefully reviewed to detect whether quotes are unbalanced between line items, as well as unbalanced between periods. Unbalanced pricing exists when, despite an unacceptable total evaluated price, the price of one or more line-items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be determined unacceptable.

Evaluation Criteria

2. EVALUATION OF TECHNICAL ACCEPTABILITY

Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with the PWS. The offeror will be rated either “Acceptable” or “Unacceptable” for Technical Capability.

Award will be made to the lowest priced quote that is deemed "Acceptable" in Technical Capability. If the lowest priced quote is deemed "Unacceptable" in qualification, the government will move to the next lowest quote, and so on until an award can be made to the offeror with an Acceptable Technical Capability. Offerors are cautioned to ensure that initial quotes contain your best terms from a price and technical standpoint. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.

This solicitation, including all attachments, and any amendments, is only available electronically at the website www.sam.gov. that will be posted on SAM.gov.

Offerors are cautioned that it is their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. Offerors are advised to consult the website frequently to check for any amendments since an amendment may be issued up until the quote submission due date and time. Failure to acknowledge amendments may render your quote non-responsive and ineligible for award.

A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Invoicing and Payment will be made via Wide Area Workflow. See DFARS Clause 252.232-7006. Questions regarding this solicitation shall directed via electronic mail to the Contracting Specialist, Pa’Shonna Rich via email at pashonna.rich @us.af.mil ; and the Contracting Officer, Lt Taylor Britt at taylor.britt.4@us.af.mil.
