COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

RFQ FA487725QA001 – Base Telecommunications Service (BTS)

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. Solicitation FA487725QA001 is issued as a Request for Quotation (RFQ).

iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2025-03 effective 17 January 2025, Defense Procurement Notice 202401218, and Air Force Acquisition Circular 2024-1016.

iv. Applicable Wage Determination WD# 2015-5473 Rev 24, 23 December 2024.

v. The government is soliciting under a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111 with a small business size standard of 1,500 employees. Vendor must be a small business under the assigned NAICS in SAM.GOV.

vi. The Contract structure will be a base period plus one option period. Pricing shall be firm fixed. The base and all option periods are to be priced prior to award.

ix. Contract awardee will be based on the best value to the government. Evaluation factors are found in provision FAR 52.212-2 of the solicitation provisions and clauses.

x. FAR 52.212-1 - Instructions to Offerors, technical volume must not exceed 10 pages excluding a cover page. Pricing volume must not exceed 5 pages and must delineate each CLIN price and the Total Evaluated Price.

xi. The Government intends to evaluate offers and award without discussion but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

xii. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

xiii. FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause.

ADDUNDUM TO FAR 52.212-1, QUOTE PREPARATION INSTRUCTIONS

52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (Sep 2023)

L.1. BASE TELECOMMUNICATION SYSTEM (BTS) OPERATION AND MAINTENACNE (O&M) SERVICES CONTRACT VALUE

L.1.1. This acquisition is contemplated to be a Firm-Fixed Price with one (1) award being made to a single offeror.

L.1.2. Offerors must provide pricing on both the Monthly Maintenance O&M Services and part breakout on the Price Schedule Table, Attachment A, to be considered for award.

L.1.3. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

L.2. GENERAL INFORMATION

L.2.1. General Instructions. This section of the Request for Quote provides general guidance for preparing quotes as well as specific instructions on the format of the quote and technical quotes.

L.2.2. Only the required minimum amount of information is requested to provide for proper evaluation. Efforts should be made to keep offers as brief as possible, concentrating on substantive information essential for proper evaluation. The technical quotes shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating its validity.

L.2.3. Government Point of Contact: The Government individuals listed below are the primary and alternate points of contact for this acquisition. Address all questions or concerns to both individuals. Email is the preferred method of communication. The Government points of contact are as follows:

L.2.4. Who May Submit: Quotes may be submitted by Small Business entities registered in the System for Award Management (SAM) website.

L.2.4.1. Authorized: Provide the name, title, email address, and telephone number of the offeror point of contact regarding decisions made with respect to the offeror’s quote. The offeror shall provide names, titles, email addresses, and telephone numbers for individuals authorized to negotiate on behalf of the offeror.

L.2.5. All amendments: The offeror shall acknowledge all amendments issued against the solicitation by signing in block 15B and completing blocks 15A and 15C of the Standard Form 30.

L.2.6. Quote Reimbursement: The Government will not provide reimbursement to offerors for any costs incurred during the preparation of quotes.

L.3. QUOTE/TECHNICAL APPROACH CLARITY, ORGANIZATION AND CROSS REFERENCING ARE MANDATORY:

Quotes shall be clear, concise and organized – while presenting all required information. No required material shall be incorporated by reference. A quote or technical approach that does not conform to these requirements may be considered non-responsive.

L.4. RESTRICTIONS: Incomplete Quotes – Failure to submit all the data indicated in this section will be cause for determining a quote incomplete and, therefore, not considered for further technical evaluation or for subsequent award.

L.5. LATE SUBMISSIONS, MODIFICATIONS, REVISIONS, AND WITHDRAWALS OF QUOTES:

Agreement with terms and conditions: Submission of a quote indicates agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

L.5.1. Authorized. Offerors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, to reach the Government office designated in the solicitation by the time specified in the solicitation.

L.5.2. Modifications/Revisions. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

L.5.2.1. There is acceptable evidence to establish that it was received at the Government installation designated for receipt of quotes and was under the Government's control prior to the time set for receipt of quotes; or

L.5.3. Submittals. Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the quote wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

L.5.4. Emergencies/Unanticipated Events. If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

L.5.5. Quote Withdrawal. Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes. Oral quotes in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile quotes, quotes may be withdrawn via facsimile received at any time before the exact time set for receipt of quotes, subject to the conditions specified in the solicitation concerning facsimile quotes. A quote may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of quotes, the identity of the person requesting withdrawal is established and the person signs a receipt for the quotes.

L.6. QUOTE SUBMISSION

L.6.1. Acceptance Date. Offers providing less than 60 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.

L.7. PREPARATION INSTRUCTIONS IAW FAR 52.212-1

The provision FAR 52.212-1, is tailored as follows:

L.7.1. TECHNICAL VOLUME (NOT TO EXCEED 10 PAGES)

L.7.2. The technical volume will not make any reference to cost or price data.

L.7.3. Corporate Experience: The offeror must submit no more than three (3) examples of contracts (commercial or government) that demonstrate corporate experience in delivering Base Telecommunications Services of similar scope as detailed in the Performance Work Statement. It is the contractor’s responsibility to explain how the scopes of their previous performances align similar in nature to this requirement. Prior experience that is not explicitly related to this requirement will not be considered for technical acceptability. For example, a contract for food services without a clear explanation on its relevance to this contract will be disregarded during evaluation.

L.7.4. Past performance. Past Performance will be assessed to aid in determining contractor responsibility in accordance with FAR 9.104-1, but it will not be included as a subfactor or rated component. In instances where an offeror lacks a record of relevant past performance, or where such information is unavailable or insufficient to allow for a meaningful past performance rating, the offeror will neither be evaluated favorably nor unfavorably based on past performance. Consequently, the offeror will be classified as having unknown past performance. Within the framework of acceptability, unknown past performance will be deemed Acceptable. By submission of its offer, the offeror accedes to all solicitation requirements including: terms and conditions, representations and certifications, technical requirements, and the evaluation factors contained herein. Failure to meet a requirement may result in an offer being determined unacceptable for award. The offeror must clearly identify any exception to the solicitation terms and conditions with accompanying rationale. The evaluation shall proceed as follows:

L.8. PRICE VOLUME (NOT TO EXCEED 5 PAGES)

L.8.1. The purpose of this section is to ensure the offeror understands the Government will evaluate on both the Total Price as well as the Operations and Maintenance subtotal price. Compliance with these requirements is mandatory and failure to comply may result in rejection of the quote. The pricing information provided in the offer shall be complete. Complete means that the offeror proposed a Firm-Fixed Price for ALL Monthly Maintenance services and the part breakout in the Price Schedule for the base and first year ordering periods. The offeror has the responsibility to formulate fully burdened unit prices. Price quote will NOT be rated or scored.

L.8.2. Price Schedule. A Price Schedule shall be completed as a part of the Pricing Volume. This spreadsheet shall delineate each CLIN price and the Total Evaluated Price (TEP).

L.8.3. Price Rounding. All dollar amounts provided shall be in the United States currency in whole dollars and whole cents rounded to the nearest penny.

L.8.4. Representations and Certifications. If an offeror has completed the annual representations and certifications via the System for Award Management (SAM) website, and after reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer, then the offeror does not need to include a copy of the representations and certifications with the quote.

However, if any information within 52.212-3 has been updated for this solicitation only, or if there are any other changes, then the offeror must include those changes within the price volume.

ADDENDUM TO 52.212-2 EVALUATION-COMMERCIAL ITEMS

The provision FAR 52.212-2, is tailored as follows:

1. Evaluation Procedures:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, after evaluating the technical acceptability and price. Therefore, the USAF may award the contract to an offeror that is not the lowest price if that offeror is more technically advantageous than other offerors. However, if all the offerors are evaluated to be equally technically advantageous, then the USAF may award to the lowest priced offeror. The following factors shall be used to evaluate the quote:

1.2. Technical Acceptability: Offerors must provide the necessary and requested information found herein this solicitation to fully demonstrate their technical capability in fulfilling this requirement for Base Telecommunications Services.

1.2.1. Corporate Experience: The offeror must demonstrate substantial corporate experience in successfully delivering Base Telecommunication Services that are comparable in complexity to this requirement, as specified in the Performance Work Statement (PWS). To be considered successful, the contractor must show the ability to successfully provide Monthly Preventative Maintenance services in accordance with the Performance Work Statement.

1.2.2. Price Evaluation: The Government will evaluate the offeror’s price quote, to include all options, for price completeness and reasonableness as described below.

1.2.2.1. Completeness- The offeror’s price quote will be evaluated for completeness by confirming the offeror has provided unit and total price for all CLINs.

1.2.2.2. Reasonableness - The offeror’s price will be evaluated for reasonableness through one or more of the methods specified in FAR 13.106-2 & 3.

2. BASIS FOR CONTRACT AWARD:

2.1 Evaluation Factors. Two factors will be used to evaluate offerors’ quotes: the technical acceptability and the price. The assessment shall include a best value assessment between the technical factors and price among the quotes that conform to FAR 52.212-1, have acceptable technical ratings and price. In evaluating, technical capability and price are considered to be equal.

The Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Evaluation of Ordering Periods: For award consideration, the Government will aggregate the total prices for all ordering periods with the total price for the basic requirement (base plus one ordering period). An offer may be deemed unacceptable if the pricing for the ordering periods is found to be significantly unbalanced.

2.3 Post Award Notice. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
