Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Evaluation Factors and Sub-factors The following evaluation factors and sub-factors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or sub-factors.

Factor 1: Price Factor 2: Technical Sub-factor: Management Plan/Recruiting & Replacement Processes

A. Price Factor Offerors will be evaluated on the Total Evaluated Price (TEP) resulting from the total amounts of CLINs 0001 through 4001. Additionally, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at that time. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

Unbalanced prices may serve as a basis for rejection of the proposal. The price evaluation will document the reasonableness of the total evaluated price.

Arithmetic Discrepancies: For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies found on the face of the pricing schedule as submitted by the offeror.

(A) Obviously misplaced decimal points will be corrected;

(B) Discrepancy between unit price and extended price, the unit price will govern;

(C) Apparent errors in extension of unit prices will be corrected;

(D) Apparent errors in extended prices per CLIN will be corrected.

Reasonableness: Price analysis will be used to determine reasonableness of prices. The techniques and procedures described under FAR 13.106-2, as determined appropriate, will be the primary means of assessing proposals and determining reasonableness. If needed, the Government reserves the right to perform a price realism analysis for the purposes of measuring an offeror's understanding of the requirements or to assess the risk inherent in an offeror's proposal.

B. Technical Factor

For the purposes of technical evaluation, the term "offeror" will include any proposed teaming arrangements. The Government's technical evaluation team shall evaluate the offeror's submitted technical proposals (limited to 10 pages)

52D FIGHTER WING (USAFE)

Page 3 of 8Page 3 of 8 on an acceptable or unacceptable basis, assigning one of the ratings described below for each sub-factor. Any sub-factor evaluated as "Unacceptable" will render the entire proposal unacceptable and, therefore, not eligible for award. Only those proposals determined to be technically acceptable, either initially or as a result of discussions will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.

TABLE 1 TECHNICAL RATINGS

RATING DESCRIPTION

ACCEPTABLE: Proposal meets requirements of the solicitation UNACCEPTABLE: Proposal does not meet requirements of the solicitation

The proposals shall be evaluated against the following technical sub-factors:

Sub-Factor 1: Management Plan/Recruiting & Replacement Processes

Description:

This sub-factor evaluates the offeror's submitted management plan (see PWS para 1.5.1) to assess their approach to quality control, inspection, etc, as well as their hiring and employee replacement initiatives.

Acceptability will be based on the offeror's demonstration of meeting the requirements of the RFQ and Performance Work Statement (PWS). The Management Plan shall include checklists and other pertinent tools to measure the quality of services rendered (PWS, part 5) and resolution of potential issues and challenges that may arise throughout contract performance (e.g. no-notice candidate replacements).

****** Please submit an additional sanitized copy of your technical proposal without any company information ******

2. Contractor Responsibility

Prior to award, a responsibility determination will be made as described in FAR Part 9.104. In addition to those General Standards set forth in FAR 9.104, a contractor is deemed responsible if they have no negative entries in the following United States Government systems:

a. System for Award Management (SAM).

b. Federal Awardee Performance and Integrity Information System (FAPIIS)

c. Excluded Parties List System (EPLS).

3. Award Process

The evaluation process to be used is as follows:

Step 1: Placing all responsive proposals in order from lowest to highest price;

Step 2: Conduct technical evaluations beginning with the lowest priced responsive proposal. If the lowest priced responsive proposal is determined to be technically unacceptable, then the next lowest priced responsive proposal will be evaluated.

Technical evaluations will continue until the lowest priced offeror who provides a technically acceptable proposal and is determined to be responsible IAW FAR part 9 is identified. The Government, at its discretion, may continue evaluations until the Contracting Officer determines that a sufficient number of awardable proposals have been identified to permit determination of price fair and reasonable based on adequate price competition IAW FAR 13.106-3(a)(1).
