1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485524Q0072 shall be used to reference any written quote provided under this RFQ.
3. This solicitation document and incorporated provisions and clauses are those in effect:

4. This requirement is being set-aside for: 100% Small Business Set-Aside.
The North American Industry Size Classification System (NAICS) code associated with this requirement is 333996 which has a small business size standard of 1,250 Employees.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

This requirement is for the purchase of two (2) SIMFLO Vertical Turbine Pumps -Model OLS-SW12L-3L-4 Stage, SW12L Colleted Impellers-Column: 6” J-Type Threaded-6”, 150# ANSI Slip on Flange-Packing Gland Seal Assembly-486GPM @ 289’ TDH-Custom Motor: 50hp, VHS, WP1, 3~/60hz/460V.

The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (b) first sentence revised as follows: “Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation.” Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 2021), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:
a. Technical Acceptability. To be deemed technically acceptable, the proposed item(s) must be the exact model(s) listed on page 2 of this document under Description.
2. Past Performance: Award will not be made to any offeror that has relevant negative past performance.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.
(b) A vendor must be determined responsible, by the Contracting Officer, to be eligible for award.
Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations. This information will be utilized to determine if contractor has adequate financial resources to perform the contract; or the ability to obtain financial resources.
Please include written authority to contact the provided financial institution.
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
