Price will be evaluated as the total cost listed in Attachment 2, with all quotations ranked by lowest price. Questions must be submitted in writing to brendan.delane.1@us.af.mil and ruth.elias_hernandez@us.af.mil no later than 2:00 PM AKST on March 6, 2026. Quotes must be emailed to both the Contracting Officer and Contract Specialist no later than 11:00 AM AKDT on March 18, 2026. SAM registration must be current at quote submission and remain valid through award.

COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

SNOW MACHINES (773 LRS)

FA500026Q0008

Notice to Suppliers: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a vendor for any costs.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation FA500026Q0008 is issued as a Request for Quotation (RFQ).

This requirement is being competed as 100% Small Business Set-Aside with the North American Industry Classification System (NAICS) code associated with this procurement is 336999 with a small business size standard of 1,000 employees. The solicitation document and incorporated provisions and clauses by reference and are those in effect through the revised FAR Part 12, Acquisition of Commercial Products and Commercial Services, published on the Revolutionary FAR Overhaul (RFO) page at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/ in lieu of the text codified at 48 CFR chapter 1 (https://www.ecfr.gov). The Defense Federal Acquisition Regulation Supplement (DFARS) will follow class deviations of each part as outlined at https://www.acq.osd.mil/dpap/dars/dfars_far_overhaul_class_deviations.html, in lieu of the text codified at 48 CFR chapter 2.

(ii) The Pricing Schedule is incorporated as Attachment 2. Vendors shall complete Attachment 3 in its entirety and return with any other documentation/data as required by this COMBO.

(iii) The Government intends to award a single firm-fixed price contract, as a result of this COMBO for two snow machines. The Contractor shall provide two snow machines IAW attached salient characteristics (Attachment 3).

(iv) The delivery of two snow machines IAW salient characteristics is F.O.B. Destination to Joint Base Elmendorf-Richardson, AK 99506.

(v) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (Feb 2026) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:

(a) The following factors shall be used to evaluate quotes:

(7) Specific Instructions: The response shall consist of three parts:

(i) Part 1 – Submit one copy of Price Schedule (Attachment 2).

(ii) Part 2 – Technical Capability – Existing product or service literature of the offered equipment

(iii) Part 3 – Completed Provisions and Clauses

(vi) FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Feb 2026) is hereby incorporated by reference, with the same force and effect as if it were given in full text.

In addition to the following addendum, all terms, and conditions of FAR 52.212-2 remain in effect. The following have been tailored to this procurement and are hereby added via addendum.

The following have been tailored to this procurement and are hereby added via addendum:

(a) The Government will award a contract resulting from this solicitation. Award will be made to lowest priced quote with an acceptable rating. The following factors shall be used to evaluate quotes and determine basis for contract award:

(i) The Government will review all quotes for compliance. A compliant quote consists of a quote that meets the Government’s requirements identified in this solicitation.

(ii) Technical Capability – The Government will evaluate the submissions on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 below.

Table 1. Ratings Rating Description

Acceptable The vendor provides existing product or service literature of the offered equipment that meets or exceeds the specifications outlined in Attachment 3.

Unacceptable The vendor fails to provide an existing product or service literature of the offered equipment, or the technical specification provided did not meet the specifications outlined in Attachment 3.

(iii) Price – The Government will evaluate the total price listed in Attachment 2, Pricing Schedule IAW RFO FAR 12.203. The Government will rank all quotations by lowest price.

(vii) Interchanges: The Government intends to award a firm-fixed price contract without interchanges with respective vendors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Interchanges are the contemporaneous exchange of information between the Government, at its discretion, and one, some, none or all vendors that provided quotes in response to the request for quotes. Under FAR 12 procedures the Government may hold Interchanges with vendors to address any aspect of the quote, which may include, but not be limited to, price, and/or past performance. Interchanges may be conducted in writing or as oral conversations, will be conducted in a fair and reasonable manner, and will not favor one vendor over another. Vendors do not have to be offered the opportunity for final quote revisions (FQRs) in response to interchanges.

(viii) SAM Registration: Note that SAM registration must be current at time of quote submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the quote will no longer be eligible for award.

(ix) The clause FAR 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (Feb 2026) is hereby incorporated by reference, with the same force and effect as if it were given in full text.

(x) Any questions shall be directed to the POC’s listed below IN WRITING to the email addresses brendan.delane.1@us.af.mil and ruth.elias_hernandez@us.af.mil no later than 2:00 PM AKST on 06 March 2026. All questions will be posted and answered by amendment following this date.

(xi) For a quote to be considered, it must be emailed to the Contracting Officer, ruth.elias_hernandez@us.af.mil, and Contract Specialist, brendan.delane.1@us.af.mil, no later than 11:00 AM AKDT on 18 March 2026.

5352.201-9101 PACAF Ombudsman (Jul 2023)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330- 1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
