COMBINED SYNOPSIS/SOLICIATION
‘COMBO’: Commercial Internet Services-
FA487724QA235
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
ii. Solicitation FA487724QA235 is issued as a Request for Quotation (RFQ).
iii. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03 effective 23 February 2024. The DFARS provisions and clauses are those effective 26 March 2024, and the DAFFARS provisions and clauses are those effective 7 July 2023.
iv. This acquisition is a Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111 with a small business size standard of 1500 employees.
v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following:
a. CLIN 0001 – 50 MBPS Internet Service
b. CLIN 0002 – 100 MBPS Internet Service
c. CLIN 0003 – 300 MBPS Internet Service
d. CLIN 0004 – 500 MBPS Internet Service
e. CLIN 0005 – 1 GBPS Internet Service
f. CLIN 0006 – Indoor Access Point
g. CLIN 0007 – Outdoor Access Point
h. CLIN 0008 – Router Lease
i. CLIN 0009 – Activation/Installation
vi. The government intends to award a 5-Year Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period of 1 July 2024 through 30 June 2029 to the successful offeror. The offer must meet all terms and conditions of this solicitation.
Failure to comply with the terms and conditions set forth may result in the offer being considered unresponsive and not available for award.
vii. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. Technical capability and past performance, when combined, are approximately equal to cost or price.

x. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

Addendum to 52.212-1 - Instruction to Offerors - Commercial
Offers shall be submitted to the government in the following format:
1. Price
a. Complete and submit the attached “Price List” spreadsheet
i. Complete the highlighted “Unit Price” column for each CLIN on the “Price List” tab and fill in your company's name.
ii. Complete the highlighted “Unit Price” and “Quantity” columns on the “Proposed Solution” tab.
iii. Do not adjust the spreadsheet in any other way.
2. Technical
a. Submit a proposal for evaluation purposes
i. Provide proposed solution per PWS paragraph 1.1 for 100Mbps service at building 4100.
ii. Proposal must include a technical description of how services will be brought into Davis-Monthan AFB and subsequently delivered to facilities. The proposal must clearly explain how services will be delivered to installation. Drawings and exhibits are encouraged to ensure the government has full understanding of the proposal.
iii. Proposal shall include technical information to show the contractor can meet the service reliability standards at PWS paragraph 1.1.6.

Addendum to 52.212-2 - Evaluation Criteria - Commercial
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price
2. Technical Acceptability
When combined, all other evaluation factors are significantly less important than price.
1. Volume I - Price
a. Fair and Reasonableness of the price list.
b. Total Evaluated Price equals “Total Evaluated Price” tab, Cell C9.
2. Volume II - Technical
a. Compliance with PWS paragraph 1.1 and “Instructions to Offerors”
b. Contractor’s approach to bringing service to the installation as a whole and facilities. The proposal will be considered acceptable if it clearly shows that the contractor understands how to deliver the services being requested.
c. Contractor’s statement and supporting information showing that they can comply with the service reliability standards of PWS paragraph 1.1.6. The supporting documentation should include evidence of the contractor's capability to maintain a 98% uptime and data to support actual bandwidth vs purchased bandwidth in the commercial marketplace. Additionally, provide a plan to meet the required four-hour service disruption response time. The proposal must give the government confidence that the standards can be met in order to be considered acceptable.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
