The solicitation seeks a small business contractor to repair cables and associated parts for elevator cars #1 and #2 at the Air National Guard Readiness Center, Joint Base Andrews - Building 3500. The contract is a Firm-Fixed Price (FFP) with a 90-day performance period, set aside 100% for small businesses under NAICS code 238290 with a $22M size standard. Quotations are due by 22 September 2025 at 12:00 PM EDT, with questions due by 16 September 2025.

The government will evaluate quotes based on two factors: price and technical capability, with the lowest-priced quote that receives an "Acceptable" technical rating winning the award. Offerors must be registered in the System for Award Management (SAM) and submit a technical proposal including a material list with pricing, along with a completed pricing schedule. The solicitation emphasizes complete initial quotes with best terms, and reserves the right to determine quote ineligibility if not in the government's best interest.

4.1 Basis for Award

The Government intends to award a single Firm-Fixed Price (FFP) Contract as a result of this solicitation. The Government will assess the offeror’s quote on two (2) factors: (1) Price and

(2) Technical Capability. Total Price is reviewed first, then Technical Capability to determine eligibility for award.

EVALUATION FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Price

2. Technical Capability

1) EVALUATION OF PRICING

Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3. Through these techniques the Government will determine whether prices are reasonable, complete, and are not unbalanced.

Reasonableness. The Government will evaluate the price reasonableness of the offerors' proposed prices to ensure that in its nature and amount, it does not exceed what would be incurred by a prudent person in the conduct of competitive business. The Government shall employ price analysis techniques in accordance with FAR 13.106-3 to determine that the proposed price is fair and reasonable.

Completeness. The Government reserves the right to conduct exchanges with offerors, but exchanges are not anticipated or intended. Since exchanges are not anticipated or intended, the Government requires complete quotes with respect to price. A complete quote will include all information required by this solicitation.

Unbalanced Pricing. Offerors should note that pricing will be carefully reviewed to detect whether quotes are unbalanced between line items, as well as unbalance betweenperiods. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be determined unacceptable.

2) EVALUATION OF TECHNICAL CAPABILITY

Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with the SOO. The offeror will be rated either “Acceptable” or “Unacceptable” for Technical Capability. It is imperative to provide a complete pricing for all materials and services provided.

Award will be made to the lowest priced quote that is deemed "Acceptable" in Technical Capability. If the lowest priced quote is deemed "Unacceptable" in qualification, the government will move to the next lowest quote, and so on until an award can be made to the offeror with an Acceptable Technical Capability. Offerors are cautioned to ensure that initial quotes contain your best terms from a price and technical standpoint. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
