(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:

In order to be deemed technically acceptable, the vendor must be able to remove old steel piping and install a 40 (HP) submersible well pump and attach it to new contractor provided High Density Poly Ethylene (HDPE) piping to predetermined optimal depth and must provide clear written confirmation that this is something they would be capable of completing. Additionally, must be able to perform in accordance with Performance work statement.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s)..

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
