MALMSTROM AFB, MT

Ground Squirrels Eradication

(1) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(2) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-Q-0004.

(3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.

(4) The Department of Labor Wage Determination 2015-5391, Revision 16 dated 03/15/2022, is incorporated by reference. The full text can be accessed electronically at https://www.SAM.gov/.

(5) This procurement is being solicited as a 100% small business set-aside requirement. The North American Industry Classification System (NAICS) code is 561710 with a small business size standard of $12M.

(6) Requirement: When submitting your quotation, please utilize Attachment 2 Bid Schedule for Contract Line Item Numbers (CLINs) formatting. Offerors shall complete the Bid Schedule in its entirety.

(7) Please refer to Attachment 1 Statement of Work (SOW) for Ground Squirrel Eradication service requirements.

(8) Period of Performance (Estimated): One (1) Base Year and Four (4) Option Periods. The contractor will begin performance no later than 30 days post award, with an estimated period of performance of 1 July 2022 through 31 July 2027.

(9) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Nov 2021), applies to this acquisition.

FAR 52.212-1 Addenda:

Offerors’ quotation shall conform to the required specifications as referenced in paragraph (7) above and as attached to this solicitation therein. Any offeror not conforming to the required specifications shall be deemed incomplete and therefore ineligible for award.

A. The Offeror shall complete pricing within the attached Bid Schedule for the base year and four (4) option periods (Attachment 2). The award CLIN structure will be made in accordance with the Bid Schedule.

B. Offerors’ shall submit a Technical Plan which clearly outlines how the contractor intends to meet the technical requirements outlined in the SOW. This shall include, but not limited to, a Fumigation Plan and Current Applicator License. Technical Plans shall then be evaluated on a “Go/No-go” basis derived from how the quotation conforms to the SOW as attached to this https://www.sam.gov/ solicitation. The Plan will be used to determine the offeror's understanding of the requirement.

C. Each Offeror shall submit the Past Performance Worksheet (Attachment 3). The Offeror shall submit up to three (3) past performance contacts. The Offeror shall choose past or current contracts (within the last three years) that show a measure of Offeror’s ability to successfully perform based on previous and current contract efforts.

D. Summary of Solicitation Submittal Requirements by Offerors:

E. All personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S. Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

F. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation, and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation.

SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Notice: Effective 11 June 2018, entities registering in SAM (and those renewing expired registrations) will be required to submit a notarized letter appointing their authorized Entity Administrator. H. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.

I. Each Offeror’s quotation must remain valid through 15 August 2022. The expiration date of your quotation must be clearly marked.

(10) The provision at FAR 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition. Specific evaluation criteria is included in paragraph (a-c) of this provision.

FAR 52.212-2 Evaluation:

Quotations will be evaluated based upon conformance to the Instructions to Offerors for completeness.

Nonconformance to Instructions to Offerors may be grounds for an incomplete determination and evaluation of the quote will cease. The Government will conduct evaluation as follows for complete quotes:

a. Completeness – does the offer conform and meet all requirements outlined in the solicitation. This includes, but is not limited to, providing all required documents as referenced in paragraph (9) above and completing of FAR 52.212-3 Representations and Certifications FAR and DFARS reports in the System for Award Management (SAM) at www.sam.gov. Failure to provide and/or complete all requirements, including the technical plan, may be grounds for an incomplete determination and render the offer ineligible for further consideration/evaluation.

b. All complete offers will be sorted in order from lowest to highest based on the Total Evaluated Price

(TEP).

i. The offeror's total proposed price will be determined by multiplying the quantities identified in the Combined Synopsis by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts will be the offeror's total proposed price.

ii. In order to meet the requirements of FAR Parts 6 and 17, the government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period prices to the offeror's total proposed price. Offerors are required only to price the base and option line items. Offerors shall not submit a price for the potential six-month extension of services period.

iii. The offeror's Total Evaluated Price (TEP) will include the base period, all option periods and the potential six-month extension of services period.

c. Past Performance Assessment:

i. Offerors shall submit up to three (3) past performance contacts using the Past Performance Worksheet (Attachment 3). The Government will utilize the reference list (Attachment 3) provided to conduct past performance assessments. It is the offeror’s responsibility to ensure point of contact information within Attachment 3 is current and accurate. The Government will make reasonable attempts to contact the point of contact to gather data. The procedures at FAR 13.106-2(b)(3) to evaluate past performance. Each offeror will received an overall rating of one of the following within past performance:

PAST PERFORMANCE ASSESSMENTS

Rating Description

Exceptional The Contractor’s past performance meets evaluation requirements and exceeds many (requirements) to the Government’s benefit. The contractual performance may have been accomplished with few minor problems.

Very Good The Contractor’s performance meets evaluation requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance may have been accomplished with some minor problems.

Satisfactory The Contractor’s performance meets evaluation requirements. The contractual performance contained some minor problems.

Marginal Performance does not meet some evaluation requirements.

The contractual performance may reflects a serious problem.

Unsatisfactory Performance does not meet most requirements and recovery is not likely in a timely manner.

Neutral Unable to assess or validate the reference.

d. Best Value Determination – The Government will conduct an integrated assessment of the complete, acceptable offers to determine best value on a minimum of three (3) offerors from lowest to highest priced, unless fewer are received. As such, this may result in award to a higher priced, greater past performance rated offeror.

(11) The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items (Nov 2021) with its Alternate I (Nov 2021), applies to this acquisition. A completed copy of this provision must accompany your quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and six months.
