This acquisition is for service for fiscal year 2023. Currently, funds are not available. The government may cancel this combined synopsis/solicitation at any time if funds do not become available. If funds become available, the government intends to issue an award to the offeror who supplied the successful offer. Award will be contingent upon the availability of fiscal year
2023 funds.
The 375th Contracting Squadron (PKB1) at Scott AFB, IL is contemplating an award to perform
HVAC Close Loop/Chemical Testing-Treatment service located at Scott AFB, IL for 01 October
2022 through 30 September 2023, subject to availability of funds. Scope of Work defined in attached Statement of Work (SOW) and paragraph (vi), Description of requirements.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) Solicitation number is FA440722Q0009 issued as a Request for Quotation (RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2022-06, effective 05/26/2022, and the Defense FAR
Supplement (DFARS) Publication Notice 20220623.
(iv) This acquisition is being solicited as a small business set aside via beta.SAM.gov under
North American Industry Classification System (NAICS) code 541380, Testing Laboratories.
The small business size standard is $16.5 Million. The Product Service Code (PSC) is H999, Other QC/Test/Inspect-Miscellaneous.

(vi) Description of requirements:
The Contractor is required to provide the necessary labor, tools and equipment necessary to perform closed loop water/chemical testing for Heating, Ventilation and Air Conditioning
(HVAC) systems on closed loop systems and coupon rack systems. There are 127 closed loop systems (58 cold loop and 69 hot water), and 23 coupon racks in various facilities on Scott AFB, IL.
Without limiting the generality of the foregoing, the Contractor shall be required to conduct chemical testing and provide reports to verify chemical mixture percentages within the closed loop systems meet the parameters identified in paragraph 2.4. Initial testing and treatments shall be completed within the first 60 days from the Notice-to-proceed and quarterly thereafter. Systems shall be tested four times per year.
The contractor shall brief 375th Civil Engineer Squadron (CES) HVAC or COR personnel at the end of each day of services, and provide a written report within 10 business days after completing services.
The contractor shall abide by Scott AFB, local, county, state and federal laws under this contract.
The Contractor shall use innovative industry/commercial standards/procedures and equipment to minimize the expenditure or time and funds while ensuring the highest of quality work.
See attached SOW dated 03 May 2022 for complete details of the acquisition.
(vii) Period of Performance is 01 October 2022 – 30 September 2023 at Scott AFB, IL with FOB point destination.
(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services
(Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR
52.212-1 remain in effect.
Provision 52.212-1 is tailored for this acquisition and is hereby added via addendum:
This is a competitive simplified acquisition selection conducted in accordance with Federal
Acquisition Regulation (FAR) Part 13. Contracts awarded under FAR 13 are not subject to FAR
15.3 procedures. Accordingly, award of a contract from this solicitation, should an award be made, shall follow the procedures outlined in FAR 13, as supplemented.
The offer submitted in response to this solicitation must be in compliance with the requirements as stated in the solicitation and attachments, and the Statement of Work (SOW). All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the
Government. Non-conformance with these instructions may result in rejection of the offer, an unfavorable offer evaluation, or being deemed ineligible for award. The Government will select the best offer which conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the submission instructions), and is judged, based on the evaluation factors, to represent the best value to the
Government. The Government seeks to award to the Offeror who is best suited to fulfill the requirement. This may result in an award to technically acceptable, higher priced Offeror, where the decision is consistent with the evaluation factors, and the Government reasonably determines that the technical evaluation of the higher priced Offeror outweighs the price difference.
The offer shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer should not simply rephrase or restate the
Government's requirements but, rather, shall provide convincing rationale to address how the
Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's offer.
Offerors shall clearly identify any exception to the solicitation terms and conditions and shall provide complete supporting rationale. The Government reserves the right to determine any such exceptions are unacceptable. Any exception determined unacceptable by the Government may result in the Offeror’s offer being determined unacceptable and ineligible for award.
If an Offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer (CO), Ms.
Marcia Wuebbels at email marcia.wuebbels@us.af.mil, in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.
To assure timely and equitable evaluation of the offer, the offerors must follow the instructions contained herein. The offer must also be complete, self-sufficient, and respond directly to the requirements of this solicitation.
Failure to provide the items listed below as Part 1, Part 2, and Part 3 may render your offer incomplete. Incomplete offers will not be evaluated. Complete offers will evaluated in accordance with paragraph (ix) of this solicitation, Basis for Contract Award.

Specific Instructions: The response shall consist of three (3) separate parts:
Part 1 - Cover Letter – The Cover Letter shall include the Offeror’s points of contact, with e-mail address and phone number, who are authorized to contractually obligate the company, Commercial and Government Entity (CAGE) Code, Unique Entity Identifier (UEI) number, small business status/categories (if applicable), a statement the company understands the requirements specified and will meet the performance standards and requirements therein, and a statement the company does or does not take exception to any of the requirements of this solicitation. Also include in the cover letter the expiration date of the offer and proposed payment terms (i.e., Net 30; 1% 10 days Net 30). If not in the cover letter, this requested information can also be provided in the offer itself.
Part 2 - Technical – (Evaluation Factor 1) - Reference paragraph (ix) 52.212-2, Evaluation—
Commercial Products and Commercial Services, and the addendum for technical evaluation and required certificates/documents.
Part 3 – Price – (Evaluation Factor 2) - Complete paragraph (v) of this solicitation. Price will be evaluated for (i) Total Evaluated Price (TEP), (ii) completeness, (iii) reasonableness, and (iv) unbalanced pricing. Offerors whose price is determined to be unreasonable or incomplete will not be considered for award. The burden of proof for credibility of proposed prices rests with the offeror.
At the time of this solicitation, WD 2015-5075, Revision No. 22, dated 07/12/2022 was in effect.
In the event of an updated revision to the applied WD, the updated revision will be incorporated into the award.
A site visit will be held for all interested parties on Wednesday, 10 August 2022 at Scott AFB, IL at 9:00 a.m. Central Standard Time (CST). Offerors shall contact Ms. Judy Jennings at e-mail judith.jennings@us.af.mil and/or Ms. Marcia Wuebbels at 618-256-9308 or e-mail marcia.wuebbels@us.af.mil by 3:00 p.m. CST on Tuesday, 09 August 2022 to confirm attendance and allow the Government sufficient time to assure your Base Pass is processed. The site visit begins promptly at 9:00 a.m. CST. Please allow sufficient time to obtain the pass from the Visitor Control Center for access to the Installation. All interested parties will meet in the
Conference Room located at 375 CONS, Bldg. 50.

7. REAL ID ACT Version 41
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." Due to circumstances resulting from the COVID-19 pandemic and the national emergency declaration, the Department of Homeland Security, is extending the
REAL ID enforcement deadline until October 1, 2021.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor II: Price
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Provision 52.212-2 is tailored for this acquisition and is hereby added via addendum:
BASIS FOR CONTRACT AWARD
Award will be made in accordance with the procedures specified in the solicitation, to the
Offeror whose offer results in the best value to the Government. A contract may be awarded to the Offeror who is deemed responsible in accordance with FAR 9.1, as supplemented, whose offer conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the solicitation instructions) and is judged, based on the evaluation factors, to represent the best value to the Government.
First, the Government will evaluate the Offeror’s technical based on the below information.

1. Please provide the Association of Water Technologies (AWT) certification, or a government approved equivalent for the personnel performing the sampling and treatment. Reference
Statement of Work (SOW), page 6, Attachment 3 Personnel.
2. Please provide most recent safety/HAZCOM training recently completed, and/or any other training the contractor feels may be pertinent to this contract. The government reserves the right to request additional training certificates as needed. Courses in progress at the time of offer may not be considered. Reference Statement of Work (SOW), page 6, Attachment 3 Personnel.
3. Please provide the following information for the Propylene glycol: name of manufacturer and contact info, SDS’s, Technical Data Bulletin, percentage of actives, or components and percent’s if not clearly identified on the technical data bulletin. How many gallons of their proposed product needed to treat a 1000 gallon chilled water closed loop to obtain 600ppm nitrite and
Glycol level of 25%. Reference Statement of Work (SOW), page 6, Attachment 1 Propylene glycol.
4. Please provide the following information for the Nitrite: name of manufacturer and contact info, SDS’s, Technical Data Bulletin, percentage of actives, or components and percent’s if not clearly identified on the technical data bulletin. How many gallons of their proposed product needed to treat a 1000 gallon chilled water closed loop to obtain 1000ppm nitrite. Reference

2. The Government will evaluate the offeror’s technical to verify it will result in successful contract performance and will assign either an acceptable or unacceptable rating. The technical definition ratings are as follows:

Factor II: Price
Under this factor, the Government will evaluate the Offeror’s Price based on the following:
1. Offers should support the proposed technical and will be evaluated for (i) Total Evaluated
Price (TEP), (ii) completeness, (iii) reasonableness and (iv) unbalanced pricing. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
2. The TEP will be calculated as the sum of the Offeror’s proposed price for contract line item numbers 0001-0004. The TEP will be evaluated for completeness, reasonableness, and unbalanced pricing to arrive at the TEP. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
2.1 Completeness. The offer will be reviewed to determine if all price elements have been addressed. The review will determine the adequacy of the offeror’s offer in addressing and fulfilling the requirements.
2.2 Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-3(a).
2.3 Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
Once the Government determines the Offeror that is best-suited to meet stated requirements, the
Government reserves the right to communicate with only that Offeror to address any issues, if necessary, and finalize a contract with that Offeror. If the parties cannot successfully resolve outstanding issues, as determined pertinent at the sole discretion of the Government, the
Government may communicate with the next best-suited Offeror, based on the original analysis and address any necessary issues with that Offeror. If the Government begins communications with the next best-suited Offeror, no further communications with the previous Offeror will be entertained until after contract award. This process will continue until an agreement is successfully reached and award of a contract from this solicitation, should an award be made.
(x) Offerors must include with their offer a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications—Commercial Products and Commercial Services
(May 2022), unless this information has been submitted electronically as part of its annual representations and certificates at https://www.sam.gov.
As prescribed in 52.212-3, an Offeror shall complete only paragraphs (b) of this provision if the
Offeror has completed the annual representations and certificates electronically in the System for
Award Management (SAM) accessed through https://www.sam.gov. If an Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
