COMBINED SYNOPSIS/SOLICIATION ‘COMBO’

RFQ FA487725QA008– Active Vehicle Barrier Maintenance and Repair – Davis Monthan AFB

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. There are currently no funds available, however, the Government anticipates funding in the future. A future contract award is conditioned on availability of funds. Additionally, the Government reserves the right to cancel this at any time and will not be liable for costs incurred by interested parties.

ii. Solicitation FA487725QA008 is issued as a Request for Quotation (RFQ).

iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024-05 effective 22 May 2024. The DFARS provisions and clauses are those in effect to effective 15 August 2024. The DAFFARS provisions and clauses are those in effect to DAFAC 2024-0612 effective 12 June 2024.

iv. This solicitation is under NAICS Code 811210 and is a Total Small Business Set-Aside. The Small Business Size Standard associated with this NAICS is $34.0M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award.

v. Applicable Wage Determination WD 2015-5473 Rev 23, 22 July 2024.

vi. This requirement is an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Davis-Monthan Air Force Base intends to award a firm-fixed price contract with 5 ordering periods.

vii. When submitting your quotation, please utilize the Summary Pricing Sheet (Attch. 1). The award Contract Line Item Number (CLIN) structure will be made in accordance with the formatting within the Summary Pricing Sheet.

viii. Please refer to the Performance Work Statement (PWS) (Attch. 2), all appendices, and other attachments for complete information.

ix. Contract Line Items. (Quantities are estimates for the five-year ordering period only. The CLINS outlined below are not guaranteed by the Government for any minimum number of quantities. The Contractor will be paid based on actual quantities furnished.)

xi. The government will make an award with the offeror whose quote meets the lowest price technically acceptable criteria identified in the solicitation. Evaluation factors are found in provision FAR 52.212-2 of the solicitation’s provisions and clauses.

xii. The Government intends to evaluate offers and award without discussion but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

xiii. Important Dates/Times (All times are Arizona Local Time)

a. Site Visit will be held on Wednesday, 09 October 2024, 10:00 AM

b. All questions must be submitted by 14 October 2024, 12:00 PM

c. Answers will be provided by 16 October 2024, 12:00 PM

d. All quotes must be submitted by 25 October 2024, 12:00 PM

x. Site Visit Procedures. To gain access to the installation, all site visit attendees must bring current driver’s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied. Site visit attendees shall meet at the DMAFB Visitor’s Center outside of the Craycroft Road gate at 0930 in a non-commercial vehicle. Note: Interested parties who would like to attend the site visit must notify the Points of contact via email no later than Monday, 07 October 2024 at 1600.

xi. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (Sep 2023) The provision FAR 52.212-1, is tailored as follows:

All questions regarding this RFQ must be emailed to the listed POCs herein this solicitation (edilberto.sampang@us.af.mil) courtesy copy (355CONS.PKBA.services@us.af.mil) by 12:00 PM 14 October 2024, Arizona Local Time.

All companies must be registered in the System for Award Management to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instructions shall be provided at time of award.

TECHNICAL VOLUME (NOT TO EXCEED 20 PAGES NOT INCLUDING COVER PAGE)

i. The technical volume will not make any reference to cost or price data.

ii. Technical Capability: The Government will review the offeror’s proposed technical and managerial approach to verify it will result in successful contract performance and will assign either an acceptable or unacceptable rating to the technical volume.

iii. Past performance will be evaluated to assist in determining contractor responsibility in accordance with FAR 9.104-1 but will not be included as a sub factor or rated. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptability/unacceptability, unknown shall be considered acceptable. By submission of its offer, the offeror accedes to all solicitation requirements, and the evaluation factors contained herein. Failure to meet a requirement may result in an offer being determined unacceptable for award. The offeror must clearly identify any exception to the solicitation terms and conditions with accompanying rationale. The evaluation shall proceed as follows:

PRICE VOLUME (NOT TO EXCEED 6 PAGES)

i. A Pricing Schedule shall be completed as part of the pricing volume. This summary shall delineate each CLIN price and the Total Evaluated Price (TEP).

If an offeror has completed the annual representations and certifications via the System for Award Management (SAM) website, and after reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer, then the offeror does not need to include a copy of the representations and certifications with the proposal.

However, if any information within 52.212-3 has been updated for this solicitation only, or if there are any other changes, then the offeror must include those changes within the price volume.

FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (Nov 2021) – ADDENDUM (Using FAR 13.106)

Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation exhibits the lowest price determined to be technically acceptable. In the event the lowest-priced offer is found to be technically unacceptable, the subsequent lowest quote will be evaluated. This process will continue until an acceptable quote is identified. For the purposes of this solicitation, technical capability and past performance is when combined are less important than cost or price.

The following factors shall be used to evaluate the quotes:

(i) Technical Capability:

Offerors must provide the necessary and requested information found herein this solicitation in order to fully demonstrate their technical capability in fulfilling this requirement for Active Vehicle Barrier Maintenance Services and Repairs. Technical Approach and capability must not exceed 20 single sided pages or seven duplexed pages. Any pages after the 20th/10th page will be removed by the Government prior to evaluation.

(A) Sub-factor 1 – Means and Methods. Offer shall discuss their approach to the tasks identified in the PWS. Do not copy and paste the PWS as a means and methods. Show an understanding of the requirement by dovetailing existing contractor processes with Government work statement.
(B) Subfactor 2 – Quality Control Plan (QCP). Provide a Quality Control Plan not to exceed six single sided pages or three duplexed pages. The contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the Services Summary table under section 8.5 of the PWS.

(C) Subfactor 3 – Contractor Qualifications. In accordance with the Performance Work Statement (PWS) Section 3.0 through 3.6 the offeror must provide adequate qualification documentation (certificates/required training) for employee’s who will provide barrier maintenance services.

(ii) Past Performance:

Offeror demonstrates the corporate experience to provide the requested maintenance and repair services for active vehicle barriers on the installation. Provide no more than 5 past performance references of contracts that are of similar complexity and scope to this effort performed within the last five years. Submissions after the 5th listed past performance reference will be deleted by the Government and not evaluated. Past performance can include ongoing efforts. If the offeror claims there is no past performance, then that status must be identified to the Contracting Officer, in writing, not later than the date/time proposals are due from all offerors. Lack of past performance will not result in an automatic disqualification of an offeror.

(C) Reference List shall include:

i. Contracting Agency/Customer

ii. Contract Number

iii. Contract Type (FFP, Cost Reimbursement, etc.)

iv. Project title and brief description of contract effort listing comparative data demonstrating relevant to this effort

v. Period of Performance

vi. Contract value at time of award

vii. Current value, including all changes and exercised options

viii. Requirement Owner/Contracting Officer’s name, email address, and telephone number *The Government reserves the right to engage with the listed points of contact to authenticate the contractor’s performance history and substantiate the provided references to ensure accuracy.

(D) Explain corrective actions taken in the past, if any, for substandard performance and any current performance problems.

(iii) Price:

The Government will evaluate the offeror’s price proposal, to include all options, for price completeness and reasonableness as described below.

i. Complete and submit the Price Schedule in its original formatting.

ii. Completeness- The offeror’s price proposal will be evaluated for completeness by confirming the offeror has provided unit and total price for all CLINs.

iii. Reasonableness - The offeror’s price will be evaluated for reasonableness through one or more of the methods specified in FAR 13.106-2 & 3.

iv. The Contracting Officer has determined there is a probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offeror’s may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price.

v. An offeror’s proposal may be rejected if the Contracting Officer determines the lack of reasonable price information contain in any portion of an offeror’s price volume, or if an offer is deemed unbalanced.

a. BASIS FOR CONTRACT AWARD: Two factors will be used to evaluate offerors’ proposals: the technical acceptability and the price. An award will be made to the offeror whose quote provides the lowest price technically acceptable.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

GENERAL INSTRUCTIONS and OTHER INFORMATION

1. Agreement with terms and conditions: Submission of a proposal indicates agreement with all terms, conditions, and provisions included in the solicitation. Proposals that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

2. Late submissions, modifications, revisions, and withdrawals of proposals:

(a) Offerors are responsible for submitting proposals, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.

(b) Any proposal, modification, revision, or withdrawal of a proposal received at the Government office designated in the solicitation after the exact time specified for receipt of proposals is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

(1) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government's control prior to the time set for receipt of proposals; or

(2) If this solicitation is a request for proposals, it was the only proposal received.

(i) However, a late modification of an otherwise successful proposals, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(c) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(d) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the Government office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(e) Proposals may be withdrawn by written notice received at any time before the exact time set for receipt of proposals. Oral proposals in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before the exact time set for receipt of proposals, subject to the conditions specified in the solicitation concerning facsimile proposal. A proposal may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of proposals, the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal.
