1. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.
2. The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 2025-03, effective date 17 January 2025, Defense Federal Acquisition Regulation
Supplement (DFARS) change effective 17 January 2025, and Department of the Air Force Federal Acquisition
Regulation Supplement (DAFFARS) change effective 16 October 2024.
3. Offeror is to propose on the Contract Line Item Number(s) (CLINs) included in Attachment 2 – Mandatory
Pricing Sheet.

5. Shipping and Delivery Information/Place of Performance:
The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to the delivery address above.
6. Interchanges: The Government intends to award a purchase order without interchanges with respective offerors.
However, the Government may conduct clarifications with one, some, none or all offerors at its discretion.

7. FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services applies to this acquisition
Additional Instructions to Offerors (Addendum to FAR 52.212-1):
a. Provide pricing and any discount terms utilizing the CLIN breakout under Paragraph 3 of this combined synopsis/solicitation and provide offer details in Attachment 2 – Mandatory Pricing Sheet.
Quotes received shall be valid for at least 90 Days. Additionally, provide separate commercial quote on official letterhead/logo
b. Provide vendor information specified under Paragraph 4 of this combined synopsis/solicitation.
c. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, catalog cuts, or other documents as necessary.
d. Include any documentation required in accordance (IAW) with the work statement/documentation that the offeror meets requirements IAW the work statement.
8. FAR 52.212-2, Evaluation—Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers and are listed in descending order of importance:
i. Acceptability in accordance with (IAW) Solicitation
ii. Price
Rating Description
Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
The Contracting Officer shall conduct a price analysis in accordance with FAR 12.209. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price.
However, the Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and specifications.
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Total Evaluated Price (TEP) is a two-part computation. First, the offeror’s total proposed price (base plus all option years) will be determined evaluating each offeror’s price proposal submitted via mandatory pricing sheet (Attachment 2). All prices are limited to two decimal places for each Contract Line Item Number (CLIN). The extended total amount for each CLIN; the sum of all extended amounts will be the offeror’s total proposed price.
Second, the total proposed price (total number for CLINs 0001 – 4001) plus the sum of Option to
Extend Services clause 52.217-8 formula (shown below) will constitute the TEP.

For this calculation, two quarters equals 6 months (FAR 52.217-8 allowable extension). This calculation is included on Attachment 2.
c. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

d. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.
BASIS FOR AWARD / EVALUATION PROCEDURES:
i. The Government will first evaluate quotes for acceptability. Award will then be made to the lowest priced, acceptable offeror. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through other means than competition.
ii. Award will be made on the initial evaluation of the quote received in response to this RFQ.
Therefore, the offeror is cautioned to ensure that the initial quote contains your best terms from a technical and price standpoint. The offeror is further advised that any affirmative response in regard to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the Government. If award is not in the best interest of the Government, the
Government reserves the right to determine the quote ineligible for award.
9. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items is included in this solicitation.
The contractor must have a valid Representations and Certifications filed in the System for Award Management
(SAM) and furnish the government a completed copy of the record with its offer.
10. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. No addenda to this clause.
11. Additional clauses and provisions applicable to this solicitation and resulting award are listed in Attachment 4 –
Clauses and Provisions. The contractor is advised to review the clauses and provisions and complete any contractor-required fill-in sections.

52.204-26 Covered Telecommunications Equipment or Services-Representation.
(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and
"reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for
Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management
(SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.
(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it

13. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. Proposal must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being awarded in “care of” will not be accepted.
All quotes must include registered UEI, CAGE code, and Tax ID and small business status.

15. A Response to this RFQ must be received via e-mail no later than 27 June 2025 12:00 PM CHST. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressees email inbox on time and the addressees must be able to open the email and all attachments. No other email receipt will be acceptable. The
Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
16. Please send any questions or Requests for Information (RFIs) to the emails provided in Paragraph 14 for information regarding this solicitation no later than 18 June 2025 at 12:00 PM CHST. Questions and answers will be posted as an amendment to the combined synopsis-solicitation prior to the closing date.
