MALMSTROM AFB, MT
Vehicle Wash Rack Upgrade
23 June 2022
1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to cancel this RFQ either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-Q-0016 to contacts listed at paragraph 15 below.
3. This solicitation document incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2022-05.
4. This procurement is being solicited as a total small business set-aside. The North American Industry
Classification System (NAICS) code is 811310, Commercial and Industrial Machinery & Equipment (except Automotive & Electronic) Repair and Maintenance with a small business size standard of $8M.
The product service code (PSC) for this procurement is J039, Industrial Products & Services – Maintenance /Repair/Rebuild of Equipment – Material Handling Equipment.
5. When submitting your quotation, complete Pricing Worksheet, Attachment 2.
6. Requirement: The Contract Line Item Numbers (CLINs) will follow the below format:
CLIN Item Quantity Price 0001 The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and services necessary for the following: Dismantling and disposal of the current vehicle wash rack system in building 1448 on Malmstrom AFB.

7. Refer to the attached Vehicle Wash Rack Specifications, Attachment 1 for all requirements.
8. Refer to the attached Performance Work Statement (PWS), Attachment 5 for all requirements.
9. Refer to the attached Installation Perimeter Access Control, Attachment 4 for installation requirements.
10. Period of Performance: 60 days after date of contract (ADC).

11. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial
Services (Nov 2021), applies to this acquisition.
FAR 52.212-1 Addenda:
Offeror shall provide the specific items listed in the Pricing Worksheet (Attachment 2) and conform to the Specifications (Attachment 1). NOTE: Contractor installation shall be included in the offeror’s quote.
Submission of an “or equal” type item will be reviewed based on conformance to the specifications. It is incumbent on offerors proposing an “or equal” to prove compliance with specification requirements. Any offeror not conforming to the required name brand or equal specifications shall be deemed non-responsive and therefore ineligible for award. In accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS) section 212.209, supplemental information may be required, such as other relevant information to assist the Contracting Officer with determination of the reasonableness of the offeror’s quotation. Award shall be made to the lowest price offeror that meets required specifications contained in this solicitation.
Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, Tuesday, 05 July 2022 to the individual(s) referenced in paragraph 15 below.
The Government reserves the right to cancel this RFQ at any time.
Your quotation must remain valid through 30 September 2022. The expiration date of your quotation must be clearly marked.
All personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card (see Attachment 3). Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-compliant states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
12. The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov
2021), applies to this acquisition.
(a) Your quotation shall be evaluated referencing any or all of the supplemental information requested in accordance with DFARS section 212.209 to determine awardability of your quotation. Should your quotation be deemed fair and reasonable, award shall be made accordingly.
(b) Offerors shall be ranked by price in ascending order from lowest priced to highest priced.
Quotations shall then be evaluated on the basis of how the quotation conforms to the required specifications and PWS as listed in paragraph (7) and (8) above or as attached to this solicitation. Any quotation not meeting the required specifications shall be deemed non-responsive and therefore, ineligible for award. Award shall be made to the lowest-priced quotation that also meets the required specifications contained in this solicitation.
13. The provision at FAR 52.212-3, Offeror Representations and Certifications— Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. All Contractors are required to have an active registration in the System for Award Management (SAM.gov), to include completion of the annual representations and certifications.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
