Delivery to NASA Marshall Space Flight Center is required within 11 months from award (330 days using thirty-day months), with system installation, testing, and acceptance completed within 90 days of delivery. Delivery must be FOB Destination to the Central Receiving Facility Building 4631, then transferred to MSFC Building 4707, Apollo Road, Room 137. The contractor must fully insure and indemnify the system against loss, damage, theft, or delivery failure. All contractual and technical questions must be submitted by July 27, 2026, at 3:00 p.m. Central Time via email to Amanda Reid at Amanda.A.Reid@NASA.Gov. Questions and responses will be posted by August 3, 2026. The Government applies FAR 52.212-2 for evaluation and FAR 52.212-4 for contract terms and conditions, and will award to the responsible offeror whose conforming offer is most advantageous to the Government considering price and other factors.

Combined Synopsis/Solicitation

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation;

offers are being requested, and a written solicitation will not be issued.

This notice is being issued as a Request for Quote (RFQ) under solicitation number 80MSFC26Q0006 for a next generation computed tomography (CT) inspection system to restore and enhance essential nondestructive evaluation capabilities.

The provisions and clauses in the RFP are those in effect through FAC 2026-01.

This acquisition is a total small business set-aside.

The NAICS Code and Size Standard are 333248 All Other Industrial Machinery Manufacturing and standard size 750 employees, respectively. The offeror must state in their offer their size status for this acquisition.

All responsible sources may submit an offer which must be considered by the agency.

Delivery to NASA Marshall Space Flight Center is required within 11 months from award date, or 330 days, using thirty days per month; completion of all installation, testing and acceptance must be completed within 90 days of delivery. Delivery must be free on board (FOB) Destination.

Delivery

a. The CT/digital radiography (DR) system shall be packaged/crated and shipped to NASA via vendor or commercial carrier at vendor expense.

i. The entire CT/DR system and all components thereof shall be fully insured and indemnified against loss, damage, theft, or any other circumstance that causes a failure to deliver the system in its full working capacity once installed.

b. The system shall be delivered to NASA’s Central Receiving station at NASA/Marshall Space Flight Center, Central Receiving Facility Building 4631, MSFC, AL 35812 for initial property documentation and processing.

i. The system shall remain onboard the shipping vehicle during this process.

c. Upon completion of property receipt documentation and processing, the shipping vehicle shall deliver the system to MSFC Building 4707, Apollo Road, MSFC, AL 35812 and offloaded by NASA rigging service into the large hallway adjacent to the CT cell Room 137 in that building.

Offers for the items(s) described above are due by 3p.m. Central Time, August 12, 2026.

Submissions must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and signed by an authorized company representative. Offerors must provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, (MAR 2026) (DEVIATION) which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American-- Supplies," the offeror must so state and must list the country of origin.

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, (MAR 2026) (DEVIATION). The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (MAR 2026) (DEVIATION) is applicable.

Responses to this combined synopsis/solicitation must be received via email no later than 3p.m. Central Time on August 12, 2026.

The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.

Failure to submit a complete electronic proposal by the due date and time specified for this RFP must result in the proposal being considered late and must be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services, (MAR 2026) (DEVIATION).
