The Government will award a contract resulting from this RFQ to the responsible vendor whose quote represents the best value to the Government as a result of the following evaluation process:

Price: Quotes will first be arranged from lowest price to highest price.

Technical Acceptability: Quotes, beginning with the lowest priced, will be evaluated for technical acceptability based on meeting the requirements outlined in the attached Salient Characteristics document. Quotes failing to meet these requirements will be considered unacceptable and will not be evaluated further.

Past Performance: Technically acceptable quotes will be evaluated for past performance, beginning with the lowest priced technically acceptable quote. The Government will evaluate past performance based on the recency and relevance of the information provided. Recency is defined as performance within the past three years.
