The guaranteed minimum is $5,000 for the base period only, with no guaranteed minimum for option periods.

Quotations are due by September 22, 2026, at 10:00 AM CDT, submitted via email in PDF format to John.R.Kattengell@usace.army.mil. A mandatory site visit is scheduled for September 2, 2026, at 10:00 AM CDT. Evaluation will be based on three equally weighted technical factors—understanding of the Performance Work Statement, listing of key personnel with qualifications, and past performance on similar projects—followed by price analysis for a best-value determination. Offerors must have an active SAM registration set to "All Awards" at submission time to be eligible for award. Required submissions include the RFQ cover page, completed provisions, pricing schedule with unit and total prices, signed amendments if applicable, and a technical proposal. The Performance Work Statement requires contractors to submit a Quality Control Plan within two weeks of award, establish a quality control manager available during all work hours, and provide daily quality control inspection reports submitted weekly. All work must be performed Monday through Friday, 8:00 AM to 4:30 PM, except federal holidays, with security requirements including background investigations and vetting through NCIC and terrorism screening databases for all contractor and subcontractor employees.
