The RFQ incorporates numerous FAR and DFARS clauses addressing commercial products and services, including provisions related to small business utilization, employment standards, prohibitions on certain telecommunications equipment, restrictions on foreign purchases, sustainable products, and various compliance certifications. Offerors must submit completed representations and certifications (FAR 52.212-3 Alt I) and must provide both unit and total pricing organized by the Contract Line Item Number (CLIN) structure. The quote acceptance period is not less than 60 days from solicitation closing, and quotes shall be retained by the Government per FAR Subpart 4.8. Award will be made based on price alone following the procedures in FAR 13.106-2, with evaluation of the apparent lowest-price quote for acceptability against PWS requirements. The Government will evaluate the lowest-price offeror first; if unacceptable, the next lowest-priced offer will be evaluated and so forth until an acceptable quote is identified.
