SUBJECT: REQUEST FOR QUOTATION, Vidterra Compass Licenses
1. MCTSSA at Camp Pendleton, CA intends to award a Firm-Fixed Price contract/purchase order for Vidterra Compass Software as described in paragraph 7.
2. General Information:

3. This is a combined synopsis/solicitation for commercial services in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
4. This procurement will be made utilizing FAR PART 13 -Simplified Acquisition Procedures.
5. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ).
6. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, which was published in the Federal Register on July 30, 2024.

a) The vendor must be an authorized partner/reseller for Vidterra software to be considered eligible.
b) Items must be TAA compliant
Each response shall include the Vendor Information in its entirety and their certifications when submitting a quotation.
9. The provision at FAR 52.212-1, Instructions to Offeror – Commercial Products and Commercial Services (SEP 2023) and the addendum, applies to this acquisition.
10. Addendum to FAR 52.212-1, (b) Instructions to Offeror Commercial Items.
Respondents must submit a complete quote package which shall include the following
1) The Vendor information specified in this RFQ
2) Completed and signed 1449 acknowledging all amendments, if applicable
3) Completed Representations and Certifications, or the following statement prescribed by FAR
52.212-3(b)(2).
By submission of this quote, the respondent, verifies completed annual representations and certifications are available and can be accessed electronically in SAM at http://www.sam.gov; and the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this RFQ (including the business size standard(s) applicable to the NAICS code(s) referenced for this RFQ), at the time this quote is submitted and are incorporated in this quote by reference (see FAR 4.1201).
4) A detailed description and any specifications about the product(s) and/or service(s) quoted.
5) A statement specifying the extent of agreement with the terms, conditions, and provisions included in the solicitation.
6) For Resellers: A letter of authorization (LOA) confirming reseller status and address all information outlined in paragraph 8. See paragraph 7 for requirement specifications.
7) Price, availability and delivery terms.

9) Responses must provide information sufficient for the Government to assess the technical capability of the software quoted to fulfill the requirements of this solicitation.
Addendum to FAR 52.212-1(c). Period for Acceptance of Offers. The paragraph is tailored as follows:
“The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.”
The provision at FAR 52.212-2 Evaluation – Commercial Products and Commercial Services.(NOV 2021), applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical Capability
(ii) Price
Technical Capability is more important than price.
b. Options: N/A
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
Addendum to FAR 52.212-2:
Rating Description Acceptable Quotation clearly meets the minimum requirements of the solicitation and specifications provided.
Unacceptable Quotation does not clearly meet the minimum requirements of the solicitation.
Note: After preliminary consideration of all quotations, the government will identify from all quotations received one that is suitable to the user, such as the lowest priced brand name product, and quickly screen all lower priced quotations based on readily discernible value indicators, such as delivery availability warranty and maintenance if available.
11. The provision FAR 52.212-3 Offeror Representations and Certification – Commercial Products and Commercial Services (MAR 2025) (DEVIATION 2025-O0004) and Alternate I (FEB 2024), applies to this acquisition.
Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification – Commercial Products and Commercial Services (MAY 2024) and Alternate I (FEB 2024), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
