NAVSEA HEADQUARTERS

Equipment & installation of turnstiles – Bldg 201, Washington Navy Yard (WNY), D.C.

1. INTRODUCTION

1.1 Naval Sea Systems Command (NAVSEA) Headquarters requires new Security Access Control System (ACS) to secure building 201 which is a Level One restricted area. This requirement falls under the responsibility of the NAVSEA Physical Security Division SEA 00P. The facility houses multiple organizations with hundreds of employees requiring daily access to the facility. An ACS is required to verify an individual’s authorized access and prevent unauthorized personnel from entering.

2. BACKGROUND

2.1 Washington Navy Yard (WNY) building 201 currently has four linear bar turnstiles, LENEL compatible, on the alleyway entrance. Currently installed turnstiles are over 20 years old and are prone to non-operational issues due to age. Many parts are no longer manufactured, and the turnstiles cannot be refitted and are unsustainable at this stage.

2.2 Replacement turnstiles are required to provide critical identification and security of personnel entering the building. Security access is accomplished by utilizing card readers on the turnstiles, which are compatible with the LENEL security system used by NAVSEA. Additionally, NAVSEA has instructed SEA00P to bring online the Riverside entrance as an additional entry way into building 201.

2.3 To accomplish this, the task requires a total of seven Linear Bar Turnstiles, compatible with LENEL (see section 2.4) and in compliance with the Americans with Disabilities Act (ADA); four at the Alleyway (North) entrance in building 201 and three at the riverside (South) entrance of building 201.

2.4 A connection to the Security Guard desk and manual override selectors for safety are required. LENEL is a part of the Advanced Entry Control System (AECS) used as a program of record for all NAVSEA facilities on the WNY installation. LENEL’s software and card readers are utilized by NAVSEA for security of their buildings located on Washington Navy Yard.

3. SCOPE

3.1 SECNAVINST 5500.35 DEPARTMENT OF THE NAVY PHYSICAL SECURITY PROGRAM

3.1.1 States, “Level 1 Restricted Area, the least secure type of restricted area

a. Will be established to provide an increased level of security over that afforded elsewhere aboard the activity to protect a security interest that, if lost, stolen, compromised, or sabotaged will cause damage to the command’s mission or impact upon the tactical capability of the United States;

b. It may also serve as a buffer zone for Level Two and/or level Three restricted areas, thus providing administrative control, safety, and protection against sabotage, disruption, or potentially threatening acts; and

c. Uncontrolled movement within it may or may not permit access to a security interest or asset.”

3.1.2 Building 201 meets the criteria for a Level One buffer zone.

3.2 Requirements

3.2.1 The Contractor shall provide all the following supplies/services necessary to ensure the below list systems are turnkey (the government will provide fourteen (14) LENEL Government Furnished Equipment (GFE) Card readers) to make the systems function per technical specifications:

3.3 Drawings

3.3.1 The Contractor shall provide AutoCAD created and published Equipment Location Details, Construction Drawings and Point-to-Point Wiring Schematics, as pertinent to the contract.

3.4 Shipping / Delivery

3.4.1 The Contractor shall purchase the turnstiles, after acknowledgement and approval by SEA 00P.

3.4.2 The Contractor shall deliver all items. Any deficiencies, missing items, or damage are the responsibility of the Contractor and must be corrected to provide the agreed upon items in this Statement of Work (SOW).

3.4.4 The Contractor shall provide and operate any equipment (i.e; forklift, pallet jack) needed to move the delivered items into storage or position for installation.

3.5 Installation Access

3.5.1 A minimum of two weeks’ prior notice is required for scheduling the installation by the Contractor.

3.5.2 The Contractor shall state the approximate number of days on site in the proposal. SEA 00P will provide the Contractor all required paperwork to be granted access to the Washington Navy Yard installation for contractor employees and commercial deliveries.

3.5.3 The Contractor shall ensure all employees or subcontractors accomplish and submit completed paperwork for access to SEA 00P three business days prior to requested access date.

3.5.4 The Contractors, Subcontractors, and contractor employees must have a Federal background check prior to being granted access to Washington Navy Yard. SEA 00P will provide the SECNAV 5512/1 DEPARTMENT OF THE NAVY LOCAL POPULATION ID CARD/BASE ACCESS PASS REGISTRATION to the Contractor electronically. SEA00P will provide instruction on how to fill out the form and what identification is required for installation access.

3.5.5 Vetting of personnel can be accomplished electronically so authorization can be obtained prior to arrival.

Scanned copies of valid state driver’s license for all personnel along with current and up to date registration, and proof of insurance for company vehicles shall be provided at the visitor center on the WNY at prior to entry onto the installation.

3.6 Installation of Equipment

3.6.1 The Contractor shall prepare both entrances for installation of the seven new turnstiles ensuring electrical requirements for turnstiles are present. Building 201 first floor Rotunda has historical significance.

3.6.2 The Contractor shall not drill into or otherwise damage the floor, foundation, or walls with exception of utilizing already present electrical resources currently in operations.

3.6.3 The Contractor installers shall arrive on site and all equipment shall be installed following proper procedures to a professional standard agreed upon this contract. One day of Field Labor is 8-hours long and occurs during normal business hours (0800 – 1600) Monday through Friday. At the end of each day, debris will be removed, and hand tools removed from the job site.

3.6.4 Should coordination with other service providers be necessary/required, such as a licensed Electrician (High Voltage by Electrical Contractor only), the Contractor shall arrange for them to be on site or readily communicative at the time of installation. The supply of conduit and required voltage up to the turnstiles as well as (if applicable) a conduit to access control devices is required as a part of the site preparation. If the fire alarm is to be integrated with the new turnstiles, the Contractor shall submit request to SEA 00P 10 business days in advance to schedule with NAVSEA Facilities. Any connection to the Fire Alarm will be completed by NAVSEA Facilities.

3.6.5 The Contractor shall identify the area to land the wire and test for functionality. If coordination with other service providers is necessary, such as a licensed Electrician (High Voltage by Electrical Contractor only), the Contractor shall arrange for them to be on site or readily communicative at the time of installation. The supply of conduit and 120/110VAC up to the turnstiles as well as (if applicable) a conduit to access control devices is required as a part of the site preparation.

3.7 Removal / Disposal of old turnstiles

3.7.1 The Contractor shall conduct an assessment and plan for the removal of the current four turnstiles at the Alleyway entrance to include disposal. In order to accomplish the work of this contract, the contractor shall remove existing LENEL card readers from the four turnstiles followed by the removal of the turnstiles.

3.7.2 The Contractor shall be responsible for the disposal of the old turnstiles.

3.8 Testing / Training and Final Acceptance

3.8.1 The Contractor shall conduct functionality testing and end-user training. At which time the equipment and related hardware have been installed and relevant wiring has been completed as is acceptable, activation and verification of proper operability of the equipment can be performed.

3.8.2 Equipment Manuals and Operation Instructions shall be provided and if necessary, training for the End User (Owner and or Operator) shall be administered regarding the maintenance and programming capabilities of the equipment.

3.8.3 Upon Final Acceptance by NAVSEA 00P, the Contractor shall sign Installer documents and at that time manufacturer warranty on the product begins.
