Section C - Description/Specifications/Statement of Work

PERFORMANCE WORK STATEMENT (PWS)

BPA for MTS Brand Materials and Services: Supporting New and Legacy Equipment

1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

The NSWCCD's Performance Evaluation Branch, Code 653, requires a 5-year Blanket Purchase Agreement (BPA) for purchases to support their Bldg. 19 Test Facilities, West Bethesda, MD. The types of materials and services purchased under the scope of this Agreement include:

- New Materials Test Systems (MTS) brand Servo-hydraulic Test Systems and Hydraulic Power Units (HPUs), and installation, calibration, and training services for these new systems;

- On-site annual calibration and maintenance services and materials for acquired and legacy systems;

- On-site Option corrective maintenance services (to include, but not limited to, repairs, rebuilds, installs and upgrades) and materials for acquired and legacy systems.

2.0 BACKGROUND:

NSWCCD Code 653 technicians and engineers are using MTS brand servo-hydraulic test frames and hydraulic power units to support nearly all of the uniaxial testing efforts performed by the Performance Evaluation Branch. The remaining non-MTS brand systems are intended to be integrated into or replaced by MTS brand systems. Code 653 is currently clearing space within Bldg. 19 to stand up its new High Cycle Test Facility for future projects. Code 653 will need to purchase additional MTS brand Servo-hydraulic Test Systems and HPUs over a five-year period to install and commission for this new Facility. These systems will include the MTS Landmark Test System, MTS Model 322 Test Systems and SilentFlo HPUs.

In addition to buying new systems, over the next five-years, Code 653 requires services and materials for annual maintenance of both acquired and legacy systems within Bldg. 19. These services include, but are not limited to, inspection of test load frames, calibration of displacement, load, and strain sensor systems, inspection of hydraulic pumps, hydraulic pump filter changes, and hydraulic pump fluid analysis. Lastly, over the next five-years, Code 653 also requires repair or corrective maintenance materials and services for the collective test systems within Bldg. 19.

3.0 OBJECTIVE:

Note: A single contractor must be able to provide all of para. 3.0 materials and performed services. The Government will define the specific para. 3.0 materials and services required for purchase in each BPA call awarded during the performance period.

3.1 New MTS Brand Equipment and Accessories:

3.1.1 Minimum Specifications for New Equipment:

Note: Should the manufacturer replace or upgrade the Test Systems' and HPU models and accessories listed below during the contract performance period, the contractor shall furnish the newer model and accessories.
