RFO Provision 52.212-2, Evaluation — Commercial Products and Commercial Services (Dec 2025), applies to this acquisition.
According to RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price: The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoters should give their most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Technical Exhibit: this factor evaluates how well the product and technical specifications provided will meet the needs of the government. The submitted technical literature shall explicitly demonstrate the company capabilities to provide the product or service and therefore meet the requirements as set forth in the enclosed Technical Specification. A quote that exceeds the government’s minimum requirement may be considered for award and the best value determination will be made.
Proposed Delivery Schedule: this factor evaluates how favorable is the delivery schedule of the offered items.
