LIVERMORE LANDSCAPING AND GROUNDS MAINTENANCE

ALAMEDA COUNTY, CALIFORNIA

ISSUED: August 8, 2024

This is a firm-fixed-price Request for Quotation (RFQ) for commercial landscaping services - grounds maintenance.

This combined synopsis/solicitation is prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Subpart 13.5. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2024-06.

This procurement is a 100% total small business set-aside. The NAICS Code is 561730 - Landscaping Services, with a small business size standard of $9.5 million. All prospective contractors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award.

The Government requests quotes for the services listed on Attachment 2 – SF1449 273FCC24Q0027, please include unit pricing and extended pricing for Base year and four (4) option years on pages 4 thru 7. (See Performance Work Statement and Exhibits for more details)

The Period of Performance is for a one-year base period plus four (4) one-year option periods.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.

52.237-1 SITE VISIT

a. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Quote Submissions: Quotes are due no later than August 21, 2024 at 1:00 PM PDT. Offerors are responsible for verifying receipt of their quotes to this office before offer due date and time.

To avoid rejection of an offer, the offeror must make every effort to ensure its electronic submission is virus-free.

Quotes, or portions thereof, submitted with the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(b) Factor 1 – Experience: Using the Offeror’s Experience Form, ATTACHMENT 3 - OFFEROR’S EXPERIENCE FORM, the offeror shall submit information for up to three (3) projects that demonstrate the offeror’s experience performing mowing and weeding activities covering at least 117 acres, edging and trimming, flower bed/gravel bed maintenance, and gravel and asphalt maintenance at least 10,500 SF.

To be evaluated, each project must have been completed or substantially complete within five years of the date that quotes are due. “Substantially complete” is defined as having completed more than 75% of the project work at the time of quote submission. If an offeror submits a project that it represents as “substantially complete,” the offeror must reasonably explain why the project is considered at least 75% complete. If an offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 75% complete, the Government reserves the right to reject the project.

A maximum of three projects will be evaluated. If an offeror disregards these instructions and submits more than three projects, only the first three projects will be evaluated. Offerors should describe each project with enough detail to ensure that the Government can meaningfully assess whether the projects submitted meet the minimum evaluation criteria outlined below.

Evaluation criteria: Experience will be rated on an “acceptable” or “unacceptable” basis.

Acceptable: To be determined “acceptable,” the offeror’s quote, in its totality, must demonstrate that the offeror has all of the following experiences:

(1) Mowing activities covering at least 117 acres (blade height at 5 inches or less);

(2) Flower bed/gravel bed maintenance;

(3) Gravel and Asphalt Maintenance covering at least 10,500 SF;

(4) Edging and trimming; and

(5) Weeding

NOTE: An offeror may demonstrate its experience in all five of the above areas through either one project or a combination of projects submitted.

Unacceptable: The offeror’s quote fails to meet the acceptability criteria outlined above.

(c) Factor 2 – Price: It is the Government’s intention to award to the offeror whose quote receives an “ACCEPTABLE” rating for Factor 1 – Experience and whose quote has the lowest total evaluated price.

The Government may determine a quote is unacceptable if the prices quoted are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A quote may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

Evaluation of Option to Extend Services. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price (CLIN 4001 and 4002) to the offeror's total price. Therefore, the offeror's total evaluated price will include the prices for the base period, first option period, second option period, third option period, fourth option period, plus one-half of the fourth option period price, as well as all optional items.

(d) The Government will evaluate offerors’ past performance information through various methods (e.g. CPARS, FAPIIS, SPRS (formerly PPIRS) etc.) to determine eligibility for award as part of contractor responsibility. Past performance is not being considered as a formal evaluation factor. Offerors are not required to provide past performance as part of their quote.
