RFO 52.212-2 Evaluation—Commercial Products and Commercial Services.

The standard provision FAR 52.212-2 is incorporated by reference. The Government plans to award a single contract using the Lowest Price Technically Acceptable (LPTA) process.

(a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors will be used to evaluate offers: Factor 1 - Technical Capability; Factor 2 - Price.

1. Relationship of Factors: Technical Acceptability (Factor I) is evaluated on a strict Acceptable

/Unacceptable basis. For those quoters determined to be Technically Acceptable, Factor II (Price) is the sole deciding factor. Award will be made to the responsible quoter proposing the lowest Total

Evaluated Price. Trade-offs are not authorized.

FACTOR 1: Technical Acceptability Evaluation

Section 1: Required Licenses and Certification

• The Government will evaluate the submitted licenses to confirm the quoter holds a current, active NRC/Agreement State radioactive materials license, active FDA Blood Establishment compounding registration, and CLIA certifications.

Section 2: Location

• The Government will evaluate the physical location and the submitted map printout to verify the compounding nuclear pharmacy operates within a 90-minute driving radius of

DDEAMC (300 Hospital Road, Fort Gordon, GA 30905).

Section 3: Delivery Plan

• The Government will evaluate the delivery narrative to confirm the quoter's operational capability to execute routine deliveries strictly within the 30-minute pre-calibration window and conduct compliant pick-ups/returns of expended materials and shielding.

• The Government will evaluate the courier tracking SOPs and dispatch network to confirm the capability to execute emergency deliveries arriving at DDEAMC within 2 hours of clinical order acceptance, active 24/7/365.

Technical Ratings:

Acceptable: The quote clearly meets all PWS requirements and contains all required, compliant licensing, proximity, and logistical documentation.

Unacceptable: The quote fails to meet any PWS requirement, fails to submit the requested documentation, or the documentation fails to meet standard. Unacceptable quotes are ineligible for award.

FACTOR 2. Price

Mathematical Accuracy and Roll-Up Verification: The Government will verify that the sum of the 61 itemized individual drug prices mathematically equals the proposed master "Job" CLIN price. Quotes with mathematical discrepancies will be considered non-compliant.

Total Evaluated Price: Total Evaluated Price: The Total Evaluated Price will be calculated as the sum of the proposed prices for the Base Period (CLIN 0001), Option Year 1 (CLIN 1001), Option Year 2 (CLIN 2001), Option Year 3 (CLIN 3001) and Option Year 4 (CLIN 4001).

4. Evaluation Process:

Proposals will be evaluated initially for Technical Acceptability (Factor 1) For those quoters determined to be Technically Acceptable, Factor II (Price) is the sole deciding factor. Award will be made to the responsible quoter proposing the lowest Total Evaluated Price. Trade-offs are not authorized. The Government intends to award without discussions but reserves the right to request further information if necessary.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
