Evaluation Factors for Award
ADDENDUM TO 52.212-2, BASIS FOR AWARD
A. General
1. Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis.
2. To be eligible for award, an offeror's proposal must be complete, Volume I must be rated Technically Acceptable, and Volume II must be complete and reasonable.
3. The Government intends to make award without negotiations; however, the Contracting Officer reserves the right to conduct negotiations if determined necessary.
4. If all Volume are determined to be technically unacceptable, the Contracting Officer may request clarifications from all offerors.
B. Non-Price Evaluation Factor: Technical Capability
The evaluation will assess the offeror's ability as identified in the sections listed in the Volume I- Technical Capability, Technical Capability Response Section.
Quotes that do not meet all requirements specified in Addendum TO 52.212-1, Instructions to Offerors-Commercial may be considered incomplete and may not be further evaluated.
Technical ratings will be assigned as follows:
- Technically Acceptable: Offeror's Volume I meets all requirements: understands requirement, describes functional approach and/or methodology, and explains how the approach/methodology will achieve the results specified in the Statement of Requirement (SOR).
- Technically Unacceptable: Offeror's Volume I fails to meet one or more requirements.
C. Price Evaluation Factor
Price will be evaluated for:
1. Completeness: The Government will evaluate if Volume II is complete and all required pricing has been submitted. This includes all required pricing for the base period. If any of the pricing is incomplete, the Contracting Officer may exclude the contractor's proposal from further evaluation.
2. Reasonableness: The degree to which the proposed prices compare to the prices a reasonably prudent person would expect to incur for the same or similar services. Pricing that is determined to be questionable for reasonableness (for any line item) may not be considered for award.
If all Volume IIs are determined to be incomplete and/or unreasonable, the Contracting Officer may request clarifications from all offerors.
D. Award Determination
Technical evaluations will be conducted independently of price. Among all quotes determined to be Technically Acceptable, award will be made to the offeror submitting the lowest-priced quote that is complete and reasonable. The Government may make an award based on initial quotes without requesting additional information.
