This notice is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation document will not be issued.
This notice is being issued as a Request for Quotation (RFQ) under solicitation number 80LARC24Q0003 for one transportation and storage container. The contractor shall build and deliver one container for transportation and storage of the Geostationary Carbon Cycle Observatory (GeoCarb) Instrument Assembly in accordance with the attached Statement of Work (Attachment A) and Drawing GCRB0001652 (Attachment B). The GeoCarb Instrument Assembly is considered Class I spaceflight hardware in accordance with NASA Procedural Requirement (NPR) 6000.1H, Requirements for Packaging, Handling, and Transportation for Aeronautical and Space Systems, Equipment, and Associated Components. This transportation and storage container will be built and will be utilized for both the transportation of and the long-term storage of the GeoCarb Instrument Assembly in an ISO7 (Class 10,000) cleanroom under a continuous GN2 purge.
The provisions and clauses are those in effect through Federal Acquisition Circular Number:
2024-03 effective date 2/23/2024.
This requirement is a Total Small Business Set-Aside and only qualified, responsible Offerors may submit quotes.
The North American Industrial Classification System (NAICS) code for this acquisition is 332439, Other Metal Container Manufacturing, with a small business size standard of 600 employees. The Offeror shall state in the offer the size status for this acquisition.
Delivery to NASA Langley Research Center, 4 South Marvin Street, Bldg. 1206, Hampton, Virginia 23681 is required within 6 months after receipt of contract. Delivery shall be free on board (FOB) Destination.
Offers must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:

The following solicitation provisions/clauses apply to this acquisition:
FAR 52.212-1, Instructions to Offerors-Commercial Items, (SEP 2023) which is incorporated by reference. Addenda to FAR 52.212-1 is as follows: FAR 52.204-7
If the end product offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offeror shall so state and shall list the country of origin.
FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Award will be made based on the lowest evaluated price meeting or exceeding the following technical acceptability standards: An approach to build and deliver a transportation and storage container in accordance with Attachments A and B.
The Government shall also evaluate Past Performance information submitted in accordance with FAR 52.212-1(b)(10) for the award decision on an acceptable/unacceptable basis.
All Offerors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications–Commercial Products and Commercial Services (FEB 2024) or complete electronic annual representations and certifications at SAM.gov with its offer. If paragraph (j) of the provision is applicable, a written submission is required. (See Attachment C to this posting).

Responses to this combined synopsis/solicitation must be received via electronic mail (email) to the Contract Specialist, Genie Williams at genie.s.williams@nasa.gov no later than 3:00 PM EST on May 3, 2024. All quotes must include the solicitation number (80LARC24Q0003) and title in the subject line of the email. Quotes received after this date and time will not be considered for award.
The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.
Failure to submit a complete electronic proposal by the due date and time specified for this RFQ shall result in the quote being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors – Commercial Items (SEP 2023).
