Amendment #2 to Notice ID 80LARC24Q0003 Responses to Questions dated April 20/25, 2024

Question 1: What document type & proposal response structure is required in response to the RFQ?

a. Rationale: The evaluation criteria identifies the bidder’s Technical Approach / Process and Past Performance, however we have not been able to identify instructions to bidders on response formatting and page limits (traditionally located in Section L of an RFP).

Response: In accordance with FAR 52.212-1, the offers may be submitted on a SF 1449 or letterhead stationery (include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation).

Question 2: The drawing and SOW require a purge fitting through the container wall. Can the government confirm the following:

a. Cleanliness requirements for the Purge Fitting; and

Response: Purge fittings shall be clean and free of grease, residue, or contaminating oils, and cleaned to visibly clean (VC) levels or better. Purge fitting shall also avoid silicone-based elastomers in the fitting wetted areas.

b. Will the payload be bagged and purged? or

Response: Yes.

c. Does the container lid need to create a seal with the container base capable of maintaining positive pressure to purge the entire interior volume of the transport and storage container?

Response: Yes, see Attachment B Note 11A.

Question 3: Please provide the dates for the following so vendors are able to ensure the 6-month delivery timeline is feasible:

a. NASA submission of payload final mass properties to vendor for isolator sizing with vendor (Drawing Note 21); and

Response: The mass properties are already contained in Attachment B Note 5 on page 1; weight details on page 4; payload center of mass details on page 8.

b. NASA submission of critical interface dimension to vendor (Drawing Note 27)

Response: Attachment B to the synopsis/solicitation has the required dimensions.

Question 4: If the government does not receive two qualified proposals for the container, will this solicitation up to a fill competition?

Response: Based on market research, this Notice is a total small business set aside.
