Addendum to FAR 52.212-2 EVALUATION—Commercial Products and Commercial Services (Nov 2021)

(a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capability

2. Price

(b) Technical Capability Evaluation. The Government will evaluate the Technical offer submitted in response to Addendum to FAR 52.212-1 Part I on a pass/fail (Acceptable/Unacceptable) basis. To receive an Acceptable rating, the offeror’s technical offer must demonstrate a thorough understanding of the requirements outlined in the SOW by addressing the following two factors:

• Experience and Qualifications: The Government will evaluate the narrative to verify that the offeror possesses approximately 3-5 years of demonstrated experience conducting inspections, tests, and certifications of similar scope and complexity on ground ladders, fire pumps, ARFF foam proportioning systems, and fire nozzles.

• Technical Approach: The Government will evaluate the described methodology and proposed equipment list to determine if the offeror provides a sound, feasible approach that ensures all testing, documentation, and certifications will be conducted in strict compliance with the applicable NFPA standards (NFPA 1932, NFPA 1911, NFPA 414, and NFPA 1962).

Rating Description ACCEPTABLE The technical offer clearly meets the minimum requirements of the solicitation.

UNACCEPTABLE The technical offer does not clearly meet the minimum requirements of the solicitation.

Quotations that do not address all of the above elements or fail to demonstrate a clear understanding of the requirements will be rated "Unacceptable" and will not be considered for award.

(c) Price Evaluation. The price evaluation will document the reasonableness of the total evaluated price.

For the purpose of award, the total evaluated price will consist of the base period (8 months) plus all option periods (four 1-year options). In accordance with FAR 52.217-8, Option to Extend Services, the Government will also evaluate the cost of the potential six-month extension by adding 50% of the proposed price for the final option period to the total price.

(d) Award Process. The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation process will go as follows:

1. Initial Review: The Government will first conduct an initial review of all submitted offers to ensure they are complete and conform to the instructions outlined in FAR 52.212-1. This includes, but is not limited to, the submission of all required Part’s (Part’s I, II, and III), completed Vendor Information, and acknowledgment of all amendments. Any offer that is incomplete or non-conforming may be eliminated from further consideration.

2. Technical Evaluation: Offers that pass the initial review will then be evaluated for Technical Capability (Part I) on an "Acceptable" or "Unacceptable" basis. An offer must be rated "Acceptable" to remain eligible for award. Any offer rated "Unacceptable" will be eliminated from further consideration.

3. Price Evaluation: The Government will evaluate the price (Part II) of all offers rated "Acceptable". The award will be made to the responsible offeror that submitted the lowest total evaluated price among the technically acceptable offers.
