SUBJECT: Request for Quotation (RFQ), FA442724Q0166 - Hangar 46 Battery Shop Electrical Upgrade

1. The 60th Contracting Squadron at Travis Air Force Base intends to establish a Firm Fixed Price contract for Hangar 46 Battery Shop Electrical Upgrade for the 60th Maintenance Squadron Electrical and Environmental shop as listed in paragraph 7.

Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

4. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) with solicitation number FA442724Q0166.

5. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 effective 22 January 2024, Defense Federal Acquisition Circular 2024221 effective 22 January 2024, and Air Force Acquisition Circular 2023-0707 effective 7 July 2023.

6. The North American Industry Classification System (NAICS) code for this solicitation is 238210/ Electrical Contractors and Other Wiring Installation. Small Business Size Standard is 19M dollars.

7. The contractor shall provide Hangar 46 Battery Shop Electrical Upgrade under a Firm Fixed Priced contract in accordance with (IAW) attached Statement of Work. The following table contains the description of requirements for the Contract Line-Item Numbers (CLIN) items to be acquired and the date and place of the delivery and acceptance and FOB point.

8. Instructions to Offeror

8.1 Addendum to FAR 52.212-1, (b) Instructions to Offeror Commercial Items.

Offeror shall include a statement specifying the extent of agreement with the terms, conditions, and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.

Supporting documentation shall not exceed 15 pages. The government reserves the right to evaluate the quotes and award without interchanges. Offerors are able to submit an Alternative Line Item structure than the format listed above (see FAR 52.204-22 for additional details that apply).

Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows:

“The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”

8.2 Provide a statement from your financial institution confirming the offeror has sufficient resources to fulfill the required effort. If financing is not required, provide a statement from a company’s responsible official the offeror has sufficient resources to fulfill the required effort.

8.3 Provide a detailed description of service or specification of the proposed item(s). The information submitted must be sufficient for the Government to assess the technical capability of the proposed service or item(s) to fulfill the required effort.

9. The provision at FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. (Nov 2021), applies to this acquisition.

Addendum to FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical capability of the item offered to meet the Government requirement in accordance with the Statement of need. The vendor shall provide a detailed description and specification of the items included in the quote. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end results as the solicited specifications.

(ii) Price. The quoted price will be determined by the total price provided in the pricing schedule.

All prices will be determined by multiplying the quantities by the proposed unit price for all CLIN to confirm the extended amount or the total amount. The Government will evaluate each quote given the evaluation factors above to determine of responses meet the minimum requirements of the solicitation.

The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response shall meet the needs detailed in the Statement of Work. Responses should contain your best terms and conditions.

10. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services (Nov 2023), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

13. CLAUSES/PROVISIONS BY FULL TEXT

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items.

(a) Definitions. As used in this provision—

“Covered telecommunications equipment or services”, “critical technology”, and “substantial or essential component” have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

Contractors are not prohibited from providing—

(i) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that it □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will” provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer—

(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph

(b) of this provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

FAR 52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES-

REPRESENTATION (OCT 2020)

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c)(1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.
