(End of provision)

(ix) FAR 52.212-2, Evaluation – Commercial Products and Commercial Services applies to this acquisition with the following addendum. This addendum replaces the provision at FAR 52.212-2 in its entirety:

https://www.sam.gov/

The Government intends to make a single award based on the quotation that represents the best value to the Government. In determining best value, the Government will consider price, and subjective evaluation of the proposed furniture, furniture design layout and renderings to meet the Government’s need. Award may be made to the vendor whose quotation is deemed responsible in accordance with FAR Part 9.1, whose quotation conforms to the RFQ requirements, and is judged to provide the most advantageous balance of price and non-price factors.

First, the Government will evaluate the proposed price.

• Price: Quotations will be evaluated for reasonableness and overall value to the Government.

Next, the Government will evaluate for technical compliance. Quotations will be evaluated on their ability to meet all technical requirements outlined in Attachment 1 – Description of Requirement. This includes confirmation that the bunk beds meet NAVSEA specifications, required dimensions, and required features (rails, ladders, privacy partitions, lee rails, and mattress compatibility). See Attachment 2 – Layout for proposed items to adhere to NPTU layout requirements.

Technical Compliance will be evaluated as follows:

• Technically compliant - quotation meets all the technical requirements, by providing furniture drawings or renderings for all the furniture outlined in Attachment 1.

• Not technically compliant - quotation does not meet all the technical requirements by providing furniture drawings or renderings for all furniture outlined in Attachment 1.

The Government will then conduct a comparison of technically compliant quotations considering the price and proposed furniture, furniture drawings or renderings to arrive at a best value award decision. To be eligible for award, the quoted price must be determined fair and reasonable.

The Government intends to make award based on initial quotation submissions without conducting interchanges. Therefore, each quotation should contain the vendor’s best terms from both a price and technical standpoint. However, the Government reserves the right to conduct interchanges if determined to be in the best interest of the Government.
