After the evaluation of initial quotes received, the Contracting Officer may negotiate final terms with one or more offerors of the Government's choice before issuing a purchase order. The Contracting Officer will not negotiate with any offerors other than those of the Government's choice and will not use the formal source selection procedures described in RFO Part 15. (End of provision)
FAR Provision 52.212-2, Evaluation — Commercial Products and Commercial Services (Dec 2025), applies to this acquisition.
According to RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price: The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoters should give their most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Technical: Evaluation of the schedule provided will consider the realism, completeness, and logical progression of task performed while executing all work described in Paragraph 3, ‘WORK DESCRIPTION’ of the Performance Work Statement.
Prior Experience: In evaluating this factor, offerors' individual track record will be considered provided that it gives evidence of one (1) but no more than three (3) contracts within the last three (3) years through the issue date of subject solicitation, showing that the offeror provided services comparable to those required in the PWS. Comparable performance includes effort involving similar scope or greater in scope, magnitude and complexity than the effort described in this solicitation.
In accordance with DFARS 252.225-7041 Correspondence in English, the Contractor shall ensure that all contract correspondence that is addressed to the United States Government is submitted in English or with an English translation. Quotes not in English language shall not be considered.
Evaluation Criteria
IMPORTANT NOTE: Based on RFO 12.203(b), the listing above IS NOT in any order of importance and the relative importance of each factor is not stated.
