About this file
This is a Request for Quotation (RFQ) for commercial software/key system products issued by the National Institute of Standards and Technology (NIST). The solicitation number is 1333ND26QNB640575, and it is a 100% small business set-aside procurement under North American Industry Classification System (NAICS) code 513210 with a 47-million-dollar size standard. Quotations must be submitted via email to Donald.Graham@nist.gov by 10:00 AM Eastern Time on September 11, 2026. Questions must be submitted by September 8, 2026. Award will be made to the responsible quoter providing the best value considering technical acceptability, past performance, and price; lowest price alone does not guarantee award. All quoters must maintain active registration in the System for Award Management (SAM.gov) at the time of quotation submission and throughout contract performance. The quotation must include the solicitation number, quoter name and contact information, Unique Entity Identifier (UEI), and a statement of agreement with all solicitation terms and conditions.

Evaluation- Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations:
(1) Technical Information. A description of the proposed software/key system, including the manufacturer, product name/version, and sufficient information to demonstrate compliance with the requirements stated in the Statement of Work. The Government will evaluate the proposed commercial software/key system to determine whether it meets the requirements and specifications identified in the Statement of Requirements.
(2) Past Performance. Provide up to three recent and relevant contracts or orders for the same or substantially similar software/key system. For each reference, provide the customer name, contract/order number, period of performance, description of the products or services provided, and a point of contact with telephone number and/or email address. The Government will evaluate the Offeror's recent and relevant past performance to assess the likelihood of successful performance.
Past performance information from a wide variety of sources both inside and outside the Government can be utilized. This may include reviewing performance information reported to the Contractor Performance Assessment Reporting System, as well as other sources of information. For some commercial products or services, such as emerging technology, this may include consideration of commercial market experience. Contracting officers may also consider an offeror’s experience as a subcontractor.
(3) Price. Provide pricing for all required software licenses, subscriptions, maintenance, support, and other required items in accordance with the Schedule. The proposed prices will be evaluated for consistency with the technical portion of the quotation, and to ensure the quoted price is a fair and reasonable price for the Government.
The Government intends to award a single firm-fixed-price, purchase order (PO) from this solicitation utilizing simplified procedures in accordance with RFO part 12.
Options: The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
BASIS FOR AWARD
Award will be made to the responsible offeror whose quotation is determined to provide the best value to the Government, considering technical acceptability, past performance and price.
The Government is not obligated to award based solely on the lowest-priced quotation if another quotation provides additional value that justifies the associated price premium.
