About this file
This is a Questions and Responses document related to the SRD License Key System solicitation (1333ND26QNB640575) issued by the National Institute of Standards and Technology (NIST) under the Department of Commerce. The document addresses key clarifications about the scope and nature of the licensing system being procured.
NIST is seeking to establish its first-ever licensing and entitlement management system for Standard Reference Data (SRD) products. The system will eventually manage all SRD products listed in the NIST SRD catalog, with initial priority given to paid SRD offerings. Approximately 80 SRD products will require licensing and entitlement management, with roughly 20 products in Tiers 1 and 2 accounting for approximately 100 different SKUs and multiple licensing modes. Currently, licensing is granted through Terms and Conditions with no enforcement mechanism in place. The new system is intended to address specific operational challenges including enforcement of licenses by geographical region and tracking of distributor sales. This represents a new initiative rather than a replacement of an existing platform, with NIST maintaining ownership and management of all underlying SRD products from both business and technical perspectives.
