INSTRUCTIONS FOR SUBMISSIONS OF QUOTES:

(1) Quote shall be submitted electronically no later than the due date of the solicitation via email to claudette.j.jones.civ@us.navy.mil.

(2) Quoters shall comply with the detailed instructions for the format and content of the quotes contained herein;

quotes that do not comply will be considered unacceptable and may render the quote ineligible for award.

(3) Price quotes will be due on the closing date of subject RFQ and must be held firm for thirty (30) days

(4) Quoters shall submit any terms and conditions, licensing agreements, terms of service, or any other documents that are required for the requirements in the solicitation to be met with the quote.

QUOTE CONTENT:

The quote should contain the following items in addition to other information required by this solicitation.

The quote should indicate the following:

• Solicitation Number

• Name and Address of Quoter, and Cage Code

• Point of Contact name, telephone number, and email address

• Quote valid of 30 days following the solicitation closing date

• Any terms and conditions, licensing agreements, terms of service, etc

• Country of Origin for all supplies

• Brand name items

• Lead time

Factor I Technical

An acceptable quote shall meet all the requirements of the solicitation. Vendor shall provide delivery lead times to meet the required delivery date. If vendor cannot meet the required delivery date, the quote shall explicitly state that the required delivery date cannot be met and shall give the most favorable lead time available. This factor shall address the technical factors and include all information required for Quote evaluation. This section of the Quote shall exclude any reference to the price aspects of the quote. Quoter must be an authorized reseller of the required brand name items.

Volume II – Price Submission

This volume shall include completed solicitation documents and additional supporting documentation described below:

1. Completed price list that provides individual pricing for each CLIN as detailed in the combined synopsis/solicitation.

2. All supplemental information to support the quoted price.

3. Unless competed in SAM, RFP, Representations, Certifications and Other Statements of Offerors completed by the quoter.

4.

A vendor’s quoted price will be determined by adding all extended amounts for all CLIN(s) which are comprised of all items listed within the quote. All price information shall be contained in the price quote. No price information shall be included in any other section including cover letters. . The importance of price as an evaluation factor is significant in that the degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor’s price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price will be the factor in determining which vendor shall receive the award.

Price will be evaluated in accordance with FAR Part 13. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

The Government reserves the right to award a FFP purchase order to other than the lowest priced quoter; award a FFP purchase order without communications; or award a FFP purchase order after communications, whichever is in the best interest of the Government.

Nothing in this provision limits the Contracting Officer’s discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the quoter) or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards. Nothing in this provision limits the Contracting Officer’s discretion.

The following factors shall be used to evaluate quotes: Technical and Price. In order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Technical Rating Description Acceptable Quote meets all of the requirements of the solicitation. Quoted supplies are brand name exact match to those listed in the solicitation.

Unacceptable Quote does not meet all of the requirement of the solicitation. Quoted supplies are not brand name exact match to those listed in the solicitation. Refurbished items are deemed unacceptable. Partial quotes are deemed unacceptable.
