1. COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: The SF1449 serves as the solicitation and is further supplemented with additional information listed below. The offeror is required to comply with all instructions contained in the SF1449 including the additional requirements found in this document.
2. REQUIREMENT DESCRIPTION: The Department of Defense Library Consortium requires access to an educational database featuring a fun, interactive online kindergarten readiness program for children.
The subscription:
1. Must be able to provide under CLIN 0001, Educational Database, the following minimum characteristics:
i. Must provide interactive games and learning experiences in an online self-contained classroom environment for ages 3-6
ii. Must provide content that uses both sound and visual cues to support diverse learning styles
iii. Must provide hundreds of lessons spanning all major academic subjects including social and emotional learning,
iv. Must provide weekly progress reports
v. Must provide assessments to measure proficiency and learning
vi. Needs to have a mobile application
vii. Must be able to interface with the Air Force Portal, Army Knowledge Online (AKO), Marine Corps, Military OneSource, and Navy Digital Library (NDL) and the DoD Library Services Platform
viii. Must be able to provide password embedded URL’s for access through Library OPACS
2. Must be able to provide under CLIN 1001 - 4001 Educational Database (Option(s) 1-4):
i. The same characteristics listed under CLIN 0001 Electronic access to the subscription shall provide for twelve (12) months with four (4) 12-month option periods from 30 September 2021 to 29 September 2026. The Air Force anticipates a Firm Fixed Price (FFP) purchase order.
3. QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive:
1. This is not a brand name requirement as offerors are encouraged to offer products other than those specifically referenced by brand name. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary.
2. The Government will evaluate the quotes for CLINs 0001 - 4001 separately, and reserves the right to award, or not award, each individual CLIN. The Government reserves the right to select all, part, or none of the separately priced efforts contained in each contractor's quote in response to this solicitation. The Government reserves the right to award each effort separately to multiple contractors. If a contractor is only able to provide a portion of the supply, this should not preclude them from submitting a quote.
3. The contractor may propose additional products to the one requested, if they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible.
4. If an offeror requires an end user license agreement, this shall be included in the quote.
5. The quote should include the past performance information found in Attachment 2 of the solicitation. This shall include at least one previous example of a previous job of the similar size. Please, include a POC for the customer, and sufficient detail to display the parameters of the similar pervious performance.
6. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote.
4. EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability: Technical capability will be evaluated by the vendor’s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value.
2. Price: Price will be evaluated by comparing pricing for product.
3. Past Performance: Past performance will be evaluated IAW FAR 13.106-2(b)(3) The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.

Additional Terms that apply to this acquisition:
1. Advanced payments are authorized with invoice.
2. Anticipated Award Date is: 29 September 2021
