Combined Synopsis/Solicitation
In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation, FA820121R0009 – CATM BPA, is being issued as a Request for Proposal (RFP). This solicitation document, which incorporates provisions and clauses for commercial items, are those in effect through Federal Acquisition Circular (FAC) 2021-02.
This procurement will not be set-aside and is full-and-open competition.
The Government intends to enter into a Blanket Purchase Agreement based on Lowest Price Technically Acceptable.
To be considered technically acceptable, a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.
The associated NAICS code for this acquisition is 713990 with a size standard of $8 million.
The subject RFP number is: FA820121R0009- CATM Range Rental
Hill AFB/Air Force Sustainment Center, UT 84056 plans to acquire the following services: CATM Range Rental. The RFP is for a five (5) year BPA for the hourly, daily, monthly, and yearly rental for the 75 SFS mission at the Hill Air Force Base, range specification can be found in Attachment 1, Attachment 3, Attachment 4, and Attachment 5. Failure to quote on all CLINs will render the quote unacceptable and ineligible for award.

CLAUSES & PROVISIONS INCORPORATED BY FULL TEXT:
52.212-2 Evaluation-Commercial Items.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Technical
ii. Price
The technical evaluation team will evaluate proposals against the below criteria. Proposals will be rated as either acceptable or unacceptable as outlined in the table below. Technically acceptable proposals will then be evaluated on price. Award will be made to the lowest price that is deemed technically acceptable.

- An offeror has met the minimum requirements when that offeror proposes a technically acceptable facility IAW AFMAN 36-2655, AFI 36-2654, and UFC 4-179-02
- Provides a list of acceptable ammunition types for the range, and
- Demonstrates understanding that first priority must be given to the 75 SFS if a BPA is awarded to them.
NOTE: Per FAR 9.104-1(b) To be determined responsible, a prospective Offeror must be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and Governmental business commitments.
In accordance with FAR 4.1102(a) Offerors are required to be registered in SAM at the time an offer or quote is submitted. If an offeror is not registered or needs help registering please use the attached Procurement Technical Assistance Center hand out and contact your local representative.
Notice to Offerors:
Proposals shall be prepared at no cost to the Government, and are not reimbursable by the Government. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government is not liable for any proposal preparation costs incurred by the offerors.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
