(11) Description: Manufacturing of Foam Buoys for U. S. Coast Guard
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested and a separate written solicitation will not be issued.
(ii) The solicitation number is 70Z08425RWOPL0001 and is issued as a request for proposal (RFP).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 dated June 11, 2025.
(iv) This is an unrestricted solicitation under NAICS Code 325991.
(v) List of line item number(s) and items: Provide unit prices for each Contract Line Item Number for the Base Period, Option Periods 1 through 4 on Attachment 1 and return with your quote. (See Attachment 3)
(vi) Description of requirements: The Contractor shall provide all material, equipment, labor, supervision, tools, transportation, and other items or services (except as stated herein) necessary for the fabrication and delivery of Ionomer Foam Buoys and related products. The Contractor shall perform in accordance with the awarded contract and comply with all applicable federal, state, local and municipal laws, regulations and requirements; all industry standards/references; and, all Government and Coast Guard Regulations, attachments and exhibits listed herein applicable to the performance of the contract and to Contractor personnel. The Contractor shall instruct and guide its employees regarding any directives provided by the U.S. Coast Guard. The Contractor shall provide the necessary program management oversight to assure that all delivery schedules are met and that subcontracted parts and services meet all requirements of the contract.
(vii) Date(s) and place(s) of delivery and acceptance will be indicated with each order under this contract and FOB point is destination. See Attachment 5 for Destination Locations.
(viii) The provision at FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and the addendum to the provision identifies required offer submittals.
(ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and its addendum identifies the evaluation criteria.
(x) Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with the offer OR provide a statement that the offeror has completed the annual representations and certifications electronically in SAM accessed through https://www.sam.gov .
(xi) FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and an addendum to the clause is included.
(xii) FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. This clause is attached by full text and the FAR clauses cited in the clause are applicable to the acquisition.
(xiii) There are no additional contract requirements or terms and conditions necessary for this acquisition.
(xiv) There is no Defense Priorities and Allocations System (DPAS) rating assigned.
(xv) Offers are due Wednesday, July 23, 2025, by 1600 eastern time. Offers shall be submitted only by email to Barbarqa.T.Spruill@uscg.mil and Jeffrey.D.Haycox@uscg.mil. Offerors are strongly encouraged to request a read receipt or written acknowledgement of receipt of offer. Late submissions will not be evaluated or considered for award. Email submissions shall not exceed 10 MBs. All pages in the quote shall be numbered and identified with the offeror’s name and 70Z08425RWOPL0001, FOAM BUOYS. Revisions should be similarly identified to show revision number and date.

REQUIRED DOCUMENTS
At a minimum, offers must include:
1) Cover Letter with offeror’s Name, Address, Point of Contact, Telephone Number, Email address, UEI and CAGE Code in accordance with FAR Provision 52.212-1.
2) Acknowledgment of all Solicitation Amendments, if applicable.
3) Completed FAR Provision 52.212-3 in accordance with paragraph (x) above.
4) Attachment 3 – Schedule of Prices (separate from Factors 1, II and III)
5) Factor I Manufacturing Approach/Capability submittal in accordance with FAR Provision 52.212-1 Addendum.
6) Factor II Quality Control submittal in accordance with FAR Provision 52.212-1 Addendum
7) Factor III Past Performance submittal in accordance with FAR Provision 52.212-1 Addendum.
Note: Offers that do not include all required documents may be considered nonresponsive and may not be considered for award.
CONTRACT TYPE: USCG Operational Logistics Command (LOGCOM) contemplates award of a single Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a period of five years with Firm Fixed-Price (FFP) orders solicited under FAR Parts 16.
QUESTIONS: It is strongly encouraged to submit questions regarding this solicitation by Wednesday, July 16, 2025, to allow adequate time for response before solicitation closing. After this date further questions may not be addressed due to time constraints. Send questions to the recipients identified above in paragraph (xv) using Attachment titled Request for Clarification.
