COMBINED SYNOPSIS AND SOLICITATION

This is a combined synopsis and solicitation for non-commercial services prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. This combined synopsis and solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(b).

NAICS & SIZE STANDARD INFORMATION:

(1) The North American Industry Classification System (NAICS) code for this acquisition is 541330

– Engineering Services

(2) The small business size standard is $47M.

Request for Quote (RFQ) number is N66604-25-Q-0521. This is being solicited on an unrestricted basis as concurred with by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Office of Small Business Programs.

NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order to Sparton Deleon Springs, LLC (Sparton) (CAGE: 7A529) on a Sole Source basis in accordance with FAR 13.106-1(b)(1)(i) and FAR 6.302-1(a)(2) for the integration and de-integration of the Navy Submarine Launched Unmanned Aerial System (SLUAS) All Up Round (AUR).

The notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future.

Justification for sole source requirement: Sparton is the only vendor capable of providing the required services. The Hammerhead Canister is a proprietary product manufactured only by Sparton. They are the only company with the subject matter expertise to integrate the Blackwing 10C UAV into the Hammerhead Canister. If the Government had to transition to a different source, the current stock of Hammerhead Canisters would no longer be available for Operational use and NUWCDIVNPT Code 25 would be unable to meet fleet requirements. While a new canister capable of housing and launching the Blackwing 10C could be developed and tested, there is only a limited supply of Blackwing 10C vehicles because the UAV is obsolete. Any new development to support launching the limited inventory of Blackwing 10C UAVs, would not be in the Government’s best interest.

For the purposes of quoting this opportunity, the Contract Line Item Number (CLIN) structure is identified below:
