This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested and a written solicitation will not be issued. Solicitation number “FA3099-24-Q-1031, A26C Restoration” is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

The award shall be made under North American Industry Classification System code 712110 with a small business size standard of $34 million. This acquisition is considered total small business set aside. All responsible sources may submit a capability statement or quotation, which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 May 2024, the Defense Federal Acquisition Regulation (DFARS) Change Notice DFARS Change 07/29/2024, effective 07/29/2024

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

CLIN 0001: STATIC DISPLAY AIRCRAFT A-26 RESTORATION

in accordance with the performance work statement (attachment 1)

It is the responsibility of the offeror to be familiar with the applicable clauses and provisions.

Clauses and provisions may be accessed via the internet at website https://www.acquisition.gov.

The provision FAR 52.212-1 Instructions to Offerors – Commercial Items (Sept 2023) and the applicable addendum apply to this acquisition. The addendum references FAR 52.212-1(b)(8) and is hereby tailored as follows:

FAR 52.212-1 Addendum--Instructions to Offerors, Commercial Items

(a) North American Industry Classification System (NAICS) Code and small business size standard.

The NAICS code(s) and small business size standard(s) for this acquisition appear on the cover sheet of this solicitation.

(b) SUBMISSION OF QUOTES: Quotes must be signed and dated and submitted to both of the points of contact specified in this solicitation at or before the exact time specified in this solicitation. Quotations not submitted to both the points of contact may not be considered by the Government. Quotations may be submitted on the Combined Synopsis/Solicitation, company letterhead, stationary, or as otherwise specified in this solicitation. At a minimum, quotations must show the following –

1. Solicitation Number, Quote Number, Submitted Date, & Validity;

2. Time specified in the solicitation for receipt of offers;

3. Company Name, Address, Point of Contact (POC), POC E-mail Address, & Phone Number;

4. Technical description of all items being quoted in sufficient detail to allow compliant evaluation with the requirements of this solicitation. This may include product literature, brochure, or other legible documentation;

5. Terms of any express warranty;

6. Price and any discount terms;

7. "Remit to" address, if different than mailing address;

8. A completed copy of the representatives and certifications at Federal Acquisition Regulation

(FAR) 52.212-3;

9. Acknowledgement of Solicitation Amendments;

10. Delivery terms; and

11. System for Award Management (SAM) Information and Representations & Certifications, if exempt provide proof of exemption.

(c) PERIOD FOR ACCEPTANCE OF QUOTES. The Offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.

(d) MULTIPLE OFFERS: Offerors are encouraged to submit their best offer that meets the minimum requirements outlined in the requirements description. However, offerors may offer proposals presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Note, each offer submitted will be evaluated separately.

(e) LATE SUBMISSIONS: Offers submitted passed the solicitation end date shall be liable to the following:

1. Offerors are responsible for submitting proposals to reach the Government office designated in the solicitation by the time specified in the solicitation. At the Government's discretion, the time for receipt may be extended to 4:30p.m., local time, for the designated Government office on the date the offers are due, as applicable.

2. Offers received at the Government office designated in the solicitation after the exact time specified for receipt of offers is considered late and will not be considered, unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late proposal would not unduly delay the acquisition.

3. For emergency or unanticipated events that interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in this solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date - the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the next work day on which the normal Government processes resume.

(f) SYSTEM FOR AWARD MANAGEMENT (SAM): Unless an exemption is determined to apply, the offeror acknowledges the requirement that prospective awardee must be registered in the SAM database at the time an offer or quotation is submitted, at time of award, during performance, and through final payment of any contract resulting from this solicitation.

Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://sam.gov/content/home.

(g) CONTRACT AWARD: The Government intends to evaluate offers and award a contract without discussions with offers but is not obligated to do so. Therefore, the offeror's initial offer should

30 July 2024 contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) MULTIPLE AWARDS: The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (May 2024) Evaluation

Quoters Shall submit the following items:

1. Price: Quoters are required to provide a quote on company letterhead which must provide the following information, as listed under the CLINs section of this document, Unit Prices, and Total Prices. The government intends to award based on initial responses, therefore, you are encouraged to offer your most advantageous pricing to include discounts, in the initial response.

2. Technical Specifications – Quotations must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The quotations shall demonstrate the contractor’s ability to provide and deliver commodities identified in the CLINs section of this document. The quotation submittal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiation of the validly of stated claims.

3. Amendments (if applicable) – Vendors shall acknowledge all amendments in writing with the quotation submittal.

4. Completed Representation and Certifications (e.g. 52.212-3/52.204-24)

a. Addendum to 52.212-1(d), Product Samples, is deleted in its entirety.

b. Addendum to 52.212-1(e), Multiple Offers, is deleted in its entirety.

c. Addendum to 52.212-1(h), Multiple Awards, is deleted in its entirety.

5. The FAR provisions 52.212-2, Evaluation – Commercial Items, applies to this acquisition. Reference the addenda statements below to this provision.

If three (3) or fewer quotes are received, the government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the government will then evaluate the three (3) lowest priced quotes for Technical Acceptability. However, the government reserves the right to evaluate additional quotes for technical acceptability. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of increasing total price, when the agency determines that none of the initial three (3) lowest priced quotes are qualified as acceptable. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ.

Best Value will be based on a Lowest Priced Technically Acceptable (LPTA) approach. For this RFQ, best value means a single purchase order shall be made to the responsible contractor whose

30 July 2024 products are technically acceptable and quotes the lowest total evaluated price. The following two

(2) factors shall be used to evaluate quote(s):

Technical and Price

a) Technical – The technical response shall demonstrate compliance with providing and delivering the host cutting machine and associated equipment, as specified in the CLINs section of this document. The technical factor shall be rated acceptable or unacceptable as follows:

Adjectival Rating Description

Acceptable Quote provides sufficient information to demonstrate ability to provide and deliver the required commodities in the CLIN section of this document.

Unacceptable Quote does not provide sufficient information to demonstrate ability to provide and deliver the required commodities in the CLIN section of this document.

b) Total Evaluated Price – Vendors will be ranked from lowest to highest based on initial assessment of total evaluated price.

In accordance with DFARS 252.232-7006, Wide Area Workflow Payment Instructions (Jan 2023), invoicing and payments must be made utilizing the Wide Area Work Flow (WAWF). To register and submit invoice go to https://wawf.eb.mil. Payment information may be accessed using the DFAS website at https://dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment.

This purchase will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

Also, the full text of a clause may be accessed electronically at this address:

https://www.acquisition.gov. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management (SAM), https://www.sam.gov. The quote format shall match the line items listed above, with a unit price and total line item price. Include FAR 52.212-3 Alternate I, Offer Representation and Certification with offer. No telephonic or facsimile responses will be processed.

Award shall be made on the basis of the quotation which provides the lowest prices, so long as quotation is deemed to be in accordance with the requirements of the CLINs and Performance Work Statement, and offer can be determined to be responsible.

Ensure all the following items are addressed in your quotations:

1) Full description and price of each item

2) Any applicable prompt payment discount terms

3) Length of time quote is valid (Quote shall be valid until 31 Aug 24)

4) Contract information for individual authorized to provide pricing information

5) UEI and CAGE code of System for Award Management
