RFO Provision 52.212-2, Evaluation -- Commercial Products and Commercial Services Items and its addendum apply to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

Addendum to 52.212-2 Evaluation Commercial Products and Commercial Services

BASIS FOR CONTRACT AWARD: Government evaluation will be conducted on received quotations considering the evaluation factors listed herein. Consistent with Simplified Acquisition Procedures the quotations will be evaluated in accordance with RFO 12.201-1.

Comparative evaluations will be utilized whereby the government will compare all quotes that meet the Government’s requirements as defined in Addendum to 52.212-1 and 52.212-2. The government will select an awardee whose quote is considered the most advantageous to the government, price and other factors considered. Therefore, the Government reserves the right to select an awardee that provides benefit to the government exceeding the minimum standards but is not required to do so.

This selection will be based on an integrated evaluation of the factors as described below.

Part I - Technical Capability Part II – Past Performance Part III – Price Part IV-Delivery

I. Technical capability evaluation:

In evaluation of this factor, the Government will confirm that the offeror submitted an Operational Plan demonstrating his capability to provide the removal, disposal, replacement and testing of three

(3) domestic hot water tanks IAW the PWS. The quoters should not simply rephrase or restate the government's requirements but rather must provide convincing rationale to address how the quoter intends to meet these requirements. The Government will confirm that the offeror submitted the water tanks technical product literature.

In evaluation of this factor, the Government will confirm that the offeror submitted the Operational Plan in the format required by Addendum to RFO 52.212-1.

II. Past Performance evaluation In evaluation of this factor, the Government will confirm that the offeror submitted past performance information of at least one (1) but no more than two (2) contract/projects. Past Performance must be relevant to the one required by subject solicitation. Relevant past performance includes at least one (1) contract/project year for supply/delivery/replacement/testing of hot domestic water tanks or similar items within five (5) years from this solicitation posting date.

In evaluation of this factor, the Government will confirm that the offeror submitted Past Performance in the format required by Addendum to RFO 52.212-1.

In evaluation of this factor, the Government will consider the recency, relevance, and quality of the offeror's performance history from the Supplier Performance Risk System (SPRS), the Contractor Performance Assessment Reporting System (CPARS), and any customer references provided

III. Price Evaluation:

The reasonableness of the quotation will be determined on the total price provided for this solicitation. The total price will be determined by the sum of all the unit price submitted for each of the items listed on the Price Schedule table on this solicitation. Quoters should give the best available price to the Government for each unit price in terms of arriving at the most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed price", a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.

IV. Delivery evaluation:

In evaluation of this factor, the Government will assess if the quoter’s delivery schedule clearly aligns with the Government's specified requirements of the project to be accomplished in no more than 90 calendar days. The quoter must provide a delivery schedule that demonstrates his capability to remove, dispose of, install and test the three (3) hot domestic water tanks within the stipulated timeframe.

Important note: The listing of the above evaluation factors is not in any order of importance.

SAM Requirement - Offerors are required to be registered and have an active profile in the System for Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements. If company is not registered in SAM, they may do so by going to SAM website at https://sam.gov/help.Offerors should provide their CAGE code and confirmation of their SAM registration along with their quote.

No additional requirements or terms and conditions apply to this acquisition.
