About this file

This is a Combined Synopsis/Solicitation issued as a Request for Quotations (RFQ) for plethysmograph equipment maintenance services at Navy Medical Readiness and Training Command (NMRTC) Beaufort, South Carolina. The solicitation number is PANDHA26P0000037673, with a response deadline of 24 June 2026 by 12:00 pm Eastern Time. This is a sole source acquisition under Federal Acquisition Regulation RFO 12.102(a), with the Government intending to award a firm fixed price contract to Medical Graphics Corporation (MGC) as the only responsible source capable of providing the required maintenance services.

The contractor must provide all necessary trained and certified personnel, equipment, tools, vehicles, materials, supervision, and transportation to perform preventive, corrective, and emergency maintenance on two pieces of equipment: a Medical Graphics Corp Platinum Elite Body Plethysmograph (ECN 096008) and a Medgraphics Model 5330 Spirometer Syringe (ECN 093263), both located in the Respiratory Therapy department. All costs including travel, labor, and OEM parts are fully covered under the contract. The base contract period runs from 30 September 2026 to 29 September 2027, with four optional one-year extension periods through September 2031. The contractor must be registered in the System for Award Management (SAM) and will be paid by Electronic Funds Transfer through Defense Finance and Accounting Services using the Wide Area Workflow (WAWF) system. Proposals must include technical capability approach and firm fixed pricing for each contract line item, with pricing remaining valid for 90 calendar days. The non-price evaluation factor (Technical Capability) is significantly more important than price, and the Government intends to award without discussions unless the Contracting Officer determines them necessary. Questions should be directed to Contracting Officer Andrew Pounds (andrew.j.pounds2.civ@health.mil) and Contract Specialist Rebecca Brashears (rebecca.a.brashears.civ@health.mil) by 18 June 2026.

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day https://www.google.com/url?q=http%3A%2F%2Fwww.acquisition.gov specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

RFO 52.212-2 Evaluation—Commercial Products and Commercial Services.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(1) Non-Price Evaluation Factor -Technical Capability: The offeror shall provide all information required for the Government POC to evaluate the quotes for compliance with the requirements detailed in the PWS. Information includes, but is not limited to: brochures, videos, drawings, and testimonials. The Government will subjectively evaluate the offeror's comprehensive understanding of the requirement and the feasibility of their proposed approach to successfully fulfill the contract requirements. The submittals will be evaluated to determine whether the proposed approach demonstrates a clear understanding of the requirement defined in the PWS.

a. Offerors’ technical proposals will receive an overall rating based on the following:

i. Technically Acceptable: Offeror meets all requirements or technical specifications or has submitted all documentation requested in any technical evaluation criteria and all documentation meets the standard set forth in the solicitation.

ii. Technically Unacceptable: Offeror fails to meet all requirements or technical specifications or has failed to comply in submitting requested documentation in any technical evaluation criteria or the submitted documentation fails to meet the standard set forth in the solicitation.

(3) Price Evaluation Factor: Offerors shall complete a Pricing Sheet with best and final pricing.

The proposed price will be evaluated for fairness and reasonableness in relation to the solicitation requirements. Prices must be entirely compatible with the technical capability portion of the proposal.

(4) Proposals will be evaluated initially independently of the price to determine the Offerors’ ability to meet the Government’s requirement set forth in the solicitation. The Government may make a final rating determination based on the proposal as submitted without requesting any further information. The Government will award a contract to the responsible vendor whose quotation represents the best value to the Government, price and Technical Capability considered. The non-price factor, Technical Capability, is significantly more important than Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
