This combined synopsis/solicitation is a Request for Quotation (RFQ) prepared utilizing FAR Part 12 procedures for the acquisition of commercial products and commercial services and simplified acquisition procedures under FAR Part 13. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.
The Government intends to award a firm fixed price purchase order resulting from this solicitation to the responsible quoter whose quotation represents the best value to the Government.
This acquisition is being conducted as a full and open competition using competitive procedures, with a brand name specification in accordance with FAR 13.106-1(b).
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov and https://www.acquisition.gov/hhsar. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) [05/01/2027].
All questions and inquiries concerning this solicitation must be submitted by e-mail only (no faxes or telephone calls will be accepted) to the Contract Specialist no later than 1:00 PM ET on May 21, 2026. EndNote is a bibliographic citation management software tool that enables users to collect, organize, manage, and format large volumes of scientific references and associated data within a standardized interface. The software supports data import/export, integrated database searching, and direct integration with Microsoft Word through the “Cite While You Write” feature to generate citations and bibliographies.
CDC researchers and scientists have used EndNote for many years to support research, publication development, and information management activities across the agency. The software serves as a consistent, enterprise-wide solution for citation management and supports established workflows critical to ongoing and historical research efforts.
The CDC research environment depends on the ability to manage extensive existing libraries of citations that are maintained in EndNote’s proprietary format. Continued use of EndNote ensures continuity of operations and avoids significant disruption associated with data conversion, retraining, and workflow changes that would result from transitioning to an alternative product.
Market research indicates that while other citation management tools (e.g., Zotero, Mendeley, RefWorks) exist, they do not provide full compatibility with EndNote libraries, lack equivalent desktop functionality, or do not meet CDC’s requirements for integration, performance, and enterprise-level support.
Clarivate Analytics is the developer and sole provider of EndNote software and maintains exclusive rights for licensing, upgrades, and technical support. As such, only Clarivate can provide the required proprietary software and associated services necessary to meet the Government’s needs.
The requirement includes enterprise-wide licensing, software upgrades, and ongoing technical support to ensure system functionality, user accessibility, and compatibility with evolving publishing standards. These services are essential to maintaining uninterrupted access to critical research tools that support CDC’s public health mission.
